Reason for urgency:
In line with the Council’s Constitution and the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012, agreement has been sought from the Chair of the relevant Scrutiny Committee (CIRS Scrutiny) to deal with the above matter as an urgent matter (special urgency) at the next Cabinet Meeting on 22 April 2024, in Part II of the meeting.

The reasons for consideration of this matter are that the science park previously called in a loan which DCC are joint guarantors with Exeter University. Cabinet previously agreed to pay its share of the guarantee. However, Cabinet needs to be asked to permit further flexibility in terms of how this is arranged.
