(Councillor Trail by virtue of his stated position and therefore pre-determination for the proposal withdrew from the meeting during the debate and consideration of this matter)

(Councillor Nash attended in accordance with Standing Order 25 and spoke on this matter in support of the proposal)

(Councillors Nash and Stott declared a personal interest in this matter by virtue of being  Motor Home owners)

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/18/24) on prohibition of Motor Caravans and other various restrictions and a number of representations received during the consultation on the proposed Traffic Regulation Order. This had followed concerns raised by Exmouth Town Council over the number of motor caravans that used the seafront for extended stays and sought to look for measures to address local concerns, namely suitable provision for motorists visiting Exmouth seafront in campervans whilst discouraging long term on street parking. A proposed scheme had been developed by the Town Council in conjunction with the County Council and East Devon District Council to allow overnight parking in named off-street parking places and introduce restrictions on sections of the seafront. 

It was MOVED by Councillor Channon, SECONDED by Councillor Twiss and

RESOLVED

(a) that the responses to the proposed Traffic Order be noted;

(b) that approval be given to make and seal the Traffic Regulation Order as advertised.

(N.B. In accordance with Standing Order 32(4) Councillor Stott asked that her abstention from the vote taken be recorded)

(Ms Adams attended under the Council’s Public Participation Scheme and spoke against the proposal).

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/18/25) on a proposed No Waiting at Any Time Traffic Regulation Order for Albion Hill, Exmouth and representations received during the statutory consultation period. The Report outlined that restrictions would help facilitate safe access and egress to a proposed housing development on Albion Hill.  There had been 46 representations, 4 in favour and 42 against the proposals.   

Members considered the likely increase in traffic speeds and safety implications, the limited availability of parking spaces for residents and the potential loss of parking spaces because of the proposed Order, and the level of objections arising from the consultation.

It was MOVED by Councillor Scott, SECONDED by Councillor Channon and

RESOLVED that the responses to the advertised Traffic Order be noted and the proposed Traffic Regulation Order, as advertised, be not approved.

In accordance with Standing Order 23(2) Councillor Hughes requested that the Committee consider this matter.

Chief Officer for Highways, Infrastructure Development and Waste to report.

Electoral Division:  All in East Devon

In accordance with Standing Order 23(2) Councillor Hughes had asked that the Committee consider winter service and defect repairs.

The Chief Officer for Highways, Infrastructure Development and Waste reported on:

·         the impact of the recent extreme weather conditions on the Highway’s Winter services, the number of highway gritting runs and comparison with previous years; 

·         the priority for primary and secondary routes, in accordance with Council policy;

·         the exceptional support given by snow wardens and local farmers in more remote areas during the recent severe weather conditions as part of the Self-Help initiatives; as well as the dedication of highways personnel working long hours in difficult circumstances, commended by this Committee and the County Council;

·         the impact of the severe weather conditions on the Safety Defect numbers and delivery of the capital programme;

·         the robust supply of gritting salt reserves by the County Council in ensuring adequate supplies during severe conditions which it had on occasions shared with neighbouring authorities, if required; and

·         the availability of information for Members on the local maintenance programmes from their respective Highways Neighbourhood teams.

In accordance with Standing Order 23(2) Councillor Wright requested that the Committee consider this matter.

Chief Officer for Highways, Infrastructure Development and Waste to report

Electoral Division:  All in East Devon

In accordance with Standing Order 23(2) Councillor Wright had asked that the Committee consider Civil Parking Enforcement.

The Chief Officer for Highways, Infrastructure Development and Waste reported on the general allocation of Civil Enforcement Officer (CEOs) resources according to greatest need and they would also respond to complaints, subject to resources. The position at Newton Poppleford Primary School had been monitored and the number of contraventions of the waiting restrictions over 2015 -2017 was noted. A proposal for a TRO for further waiting restrictions (zig zag lines) near the School would be included in the Waiting Restrictions Annual Programme for consideration by this Committee.

The Committee also noted that regular monthly briefing meetings were held with the CEOs to allow discussion of local issues and pressure points.
