Minutes of the meetings of the People s Budget Scrutiny Committee held on 19 January 2015 and the Joint Budget Scrutiny Committee held on 29 January 2015 (previously circulated).

4. Call-in of Cabinet Member Decision: Devon Youth Service Options Appraisal

In accordance with Paragraph 17 of the Scrutiny Procedure Rules, 5 Members of the County Council (Councillors Connett, Dewhirst, Greenslade, Hannon and Wragg) have invoked the call-in procedure in relation to the decision of the Cabinet Member for Children, Schools Skills, notified to Councillors on 10 February 2015, relating to approval for the preparation of a business case for the divestment of the Devon Youth Service and establishment of an alternative delivery model, in accordance with Paragraph 11 of the Scheme of Delegation as set out in Part 3 of the County Council's Constitution, to enable the Committee to:

undertake full scrutiny of the scoring methodology and processes;

consider the appropriateness of the scoring panel and whether other independent assessors should have been involved;

understand current preparation for a spin out or employee led mutual and the separation within the County Council of the potential purchaser/providers of future youth services;

confirm the decision-making processes and further opportunities for scrutiny and public engagement in the County Council s decision-making with regard to youth services in Devon.

The Committee s views will be reported to the Cabinet at its next meeting on 8 April 2015.

8. People s Scrutiny Committee Work Programme and Member Development

(a) Member Development Sessions

The Committee is reminded of the following events organised for, or resulting from, the work of the Committee relating to Safeguarding and Child Sexual Exploitation:

(i) Safeguarding Children training led by David Simmons of the Local Government Association (LGA) on:

Monday 22 June 2015 at 10.00am (previous sessions on 19 September 2014 and 17 March 2015);

(ii) Child Sexual Exploitation training led by Debs Barlow, Principal Social Worker on:

Wednesday 25 March 2015 at 11.00am;

Thursday 9 April 2015 at 2.00pm;

Wednesday 29 April 2015 at 10.00am;

(iii) LGA Political Leadership in Children s Services:

Friday 10 April 2015 at 9.30am - 4.15pm.

(b) Work Programme and Council/Cabinet Forward Plan

In accordance with previous practice, the Committees is requested to review the list of forthcoming business (previously circulated) and to determine which items are to be included in the Work Programme. The Work Programme is also available on the County Council's website at:
