4. Devon Joint Health and Wellbeing Strategy: Priorities and Outcomes Monitoring

Report of the Director of Public Health, which reviews progress against the overarching priorities identified in the Joint Health and Wellbeing Strategy for Devon 2013-2016, attached at (page 12).

5. Theme Based Report (Review of Joint Health and Wellbeing Strategy and Joint Strategic Needs Assessment)

The Board will receive a short presentation on the JSNA and also hold a round table discussion on the Health and Wellbeing Strategy and Joint Strategic Needs Assessment, with input from all Board partners on how they are contributing, and for the Board to assess any potential gaps in provision and identify improved joint working opportunities.

6. Joint Commissioning in Devon, the Better Care Fund and Governance Arrangements

Joint report and presentation of the Head of Social Care Commissioning, Managing Director Partnerships (NEW Devon CCG) and the Director of Commissioning (South Devon and Torbay CCG), giving an update on Joint Commissioning in Devon, progress with the Better Care Fund and its performance and the first quarter return for 2015, attached at (page 37).

(b) Governance Arrangements for Children, Young People and Families

A report of the Strategic Director (People) on multi-agency partnership and governance arrangements in respect of children and their families. The Board is being asked to endorse the development of the arrangements outlined in the report, attached at (page 49)

A report of the Director of Public Health, on the current position of the 0-5 public health commissioning transfer, attached at (page 53).

10. Quality Premium Measures

Report of South Devon and Torbay CCG on the quality premium (intended to monitor CCGs for improvements in the quality of the services commissioned) and the Board are being asked to review the list and ensure they are content with the selection, attached at (page 58).

11. ICO progress, Outcomes of Community Services Consultation and Staffing

(4.00pm)

Report of South Devon and Torbay CCG giving an update on the Integrated Care Organisation (ICO), the Consultation on community health services in Dawlish and Teignmouth and CCG senior staffing, attached at (page 60).

12. NEW Devon CCG Operating Plan

Report of NEW Devon CCG on their Operating Plan.

The response highlights that the Council takes soundings on the proposals from both CCGs and the Health and Wellbeing Board. (e) Childhood Obesity Conference 3 asks of the Health and Wellbeing Board (page 69).

(f) Campaign to End Loneliness The Board were asked a number of questions in response to the campaign, in particular how the Health Wellbeing Strategy addressed issues such as loneliness and / or isolation. The Chair of the Board responded according (page 73).

(g) The End Fuel Poverty Coalition (EFPC) Letter (attached at page 75) Welcomes NICE guidance on Excess Winter Deaths and Morbidity and Health Risks of Cold Homes with recommendations aimed at Health and Wellbeing Boards and / or its Partners https://www.nice.org.uk/guidance/ng6
