Reason for urgency:
The reasons for consideration of this matter are current in year budgetary pressures and delay in reaching a decision places further strain and to follow best practice in line with other LA’s for a partnership protocol on roles and responsibilities regarding placements.

The Chairs of the Children’s Scrutiny and Health and Adults Care Scrutiny Committees are satisfied that the decision is of special urgency and that it cannot reasonable be deferred.

Explanation of anticipated restriction:
In line with the Council’s Constitution and the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012, agreement has been sought from the Chair of the relevant Scrutiny Committees to deal with the above matter as an urgent matter (special urgency) at the next Cabinet Meeting on 13 November 2024 (or 11 December). In line with the principles of the Regulations (5(6), 10 and 11) to this matter needs to be dealt with at the above meeting, but the required notice has not been given in the Council’s Forward Plan.
