This decision will be taken under urgency procedures.

Reason for urgency:
In line with Regulations (5(6), 10 and 11) to this matter needs to be dealt with at the above meeting, but the required notice has not been given in the Council’s Forward Plan. The reasons for consideration of this matter are that Members may be made aware of a £3.3m project to deliver deep retrofit decarbonisation enhancements to four corporate estate buildings. Funding would be £2.6m from the Government’s Public Sector Decarbonisation Scheme plus a local contribution of £0.7m to be met from the DCC Carbon Reduction Plan budget;

Due to pressure to get this work completed any delay in reaching a decision would mean the Building Decarbonisation Scheme works may not be completed to the grant timescale, and the Council may miss out on grant funding that will support it meeting its carbon reduction targets.

The Chair of the Corporate Infrastructure and Regulatory Services Scrutiny Committee is satisfied that the decision is of special urgency and cannot reasonably be delayed.
