Minutes:

The Committee received a presentation by the Director of Climate Change,

Environment and Transport on a website dashboard which provided detailed

information on road casualty data in Devon at Devon-wide, District/Parish/Town Council and electoral division levels.

Members’ questions and discussion points with the Officers included:

 

      the useful resource available for County Council Members and a request that it be made available also to the non-County Council Members of this Committee, which would be arranged;

 

      the dashboard showed official published collision data up to the end of the previous calendar year; and the public facing collision webpage now covered Devon and Cornwall;

 

      new data was published on the dashboard in July the following year after a verification process with the Department for Transport;

 

      the role of the Vision Zero SW (a collaborative project between local authorities and other agencies and details available here: Vision Zero - A collaborative road safety community project (visionzerosouthwest.co.uk) 

 

      effective data sharing and close working with the Devon and Somerset Fire and Rescue Service (who were part of Vision Zero SW);

 

      safety concerns relating to A35 controlled by National Highways and not the County Council; and

 

      liaison between the County Council’s Management Development (Highways) and the Road Casualty Team to help ensure safety measures and funding (S.106) associated with residential development and planning approvals by Local Planning Authorities.

Langaton Lane Green Lane pdf icon PDF 3 MB

Report of the Director of Climate Change, Environment and Transport (CET/22/80), attached.

Minutes:

The Committee considered the Report of the Director of Climate Change, Environment and Transport (CET/22/80) on the proposed creation of a ‘green lane’, that removed through traffic on Langaton Lane, by use of a modal filter, in order to encourage walking and cycling for people who lived and worked in the Exeter and East Devon growth area.

 

In June 2021, Langaton Lane had been closed to motor vehicles via a Temporary Traffic Regulation Order (TTRO) to enable delivery of a low carbon district heat network to serve new developments.  On the back of this temporary closure, requests had been made by members of the public for a permanent closure of the Lane.

 

When the TTRO had expired on 11 March 2022, an Experimental Traffic Regulation Order (ETRO) introduced a prohibition of motor vehicles that was implemented with a physical modal filter to restrict motorised traffic whilst permitting walking, cycling and horse riding.  The restrictions had been  implemented on 17 March 2022, to be in place for a maximum of 18 months.

The restriction had been introduced on an experimental basis to allow the impact to be monitored and consulted on for at least 6 months, with the option of making minor changes if considered necessary.  As the first 6-month window had now passed, a number of responses have been received during the statutory consultation period and these were considered in Appendix 3 of the Report.

 

After considering the comments, the proposal was to make the experimental changes permanent.  The permanent modal filter on Langaton Lane was  proposed at the same location as was put in place for the ETRO, situated south of the railway line. (see scheme plan Appendix 1).

 

Councillor H Gent reported (remotely) the support of local residents and a neighbouring Member Councillor T Adams to the proposals.

 

Members’ discussion points with the Senior Transportation Planning Officer included:

 

·         the need for improved links N/S in the area of which currently there were no future plans to do this as there were vehicular alternatives nearby, namely Tithebarn link road and the recently upgraded junction 29 and the new green lane which was ideal for people living nearby who could now walk and cycle shorter distances to for example employment areas such as the skypark, science park; and  ?

·         the lighting proposals for the green lane including motion activated lighting on a trial basis, which if successful could be rolled-out to other schemes.

 

It was MOVED by Councillor S Randall Johnson, SECONDED by Councillor S Hughes and

 

RESOLVED

 

(a) that the Experimental Traffic Regulation Order, to prohibit vehicles along Langaton Lane, as shown in Appendix 1, be made permanent;

 

(b) that the proposed improvements shown on the overview plan included in Appendix 1 be approved for construction at an estimated cost of £70,000;

Mosshayne to Cranbrook Walking and Cycling Route pdf icon PDF 958 KB

Minutes:

(Councillor H Gent (attending remotely) declared a Disclosable Pecuniary Interest, by virtue of being a local landowner, and withdrew from the debate on this item)

 

The Committee considered the Report of the Director of Climate Change, Environment and Transport (CET/22/81) on a proposal to construct a 1.5km off road walking/cycling route from Station Road at the Western edge of Cranbrook to Mosshayne Lane, connecting to the proposed Clyst Valley Trail.  The route would also become part of the Exeter Cycle Network, strategic routes E3 and E4 that connected Cranbrook to the City Centre via the Mosshayne and Redhayes developments.  The route was included in the Exeter Transport Strategy and was one of the off-site walking and cycling enhancement routes identified in Policy CB6 of the Cranbrook Plan Development Plan Documents (DPD) as necessary for further development at Cranbrook.

 

The Report detailed the project milestones/timetable and wider consultations and surveys.

 

Members’ questions and discussion points with the Senior Transportation Planning Officer included:

 

·         the high anticipated use of the proposed route and factors taken into account as to whether to segregate cycle and pedestrian use relating to width; lighting of which none was proposed and signage and maintenance and control of adjacent vegetation;

·         the surface type remained to be determined; and

·         details were subject to the design and planning approval process. 

 

It was MOVED by Councillor S Randall Johnson, SECONDED by Councillor S Hughes and

 

RESOLVED 

 

(a) that a planning application be progressed for the walking and cycling route between Mosshayne Lane and Cranbrook, shown in Appendix 1;

 

(b) that the progress with land acquisition by agreement for the walking and cycling route between Mosshayne Lane and Cranbrook as shown in Appendix 1 be approved; and

 

(c) that the Director of Climate Change, Environment and Transport be given delegated powers, in consultation with this Committee and the local County Councillors, to make minor amendments to the scheme details.

Minutes:

(Councillor P Millar (East Devon District Council) attended in accordance with Standing Order 25 and spoke to this item and referred to the issues relating to the Town Council’s representations, inappropriate camper van parking and  enforcement and the need for clear communication to the local residents at implementation). 

 

The Committee considered the Report of the Director for Climate Change, Environment and Transport (CET/22/82) the results to the statutory traffic regulation order consultation and made  recommendations on implementation.

 

The statutory consultation had taken place from 3 August until 24 August 2022 and all residents in the affected areas had been sent details of the consultation with full details published on the Council’s website: Exmouth Residents Parking - Roads and transport (devon.gov.uk)

 

The consultation received over 1,300 responses from around 1,000 addresses in Exmouth.  The large majority of them were submitted online or with the official questionnaire and a summary of the results detailed in the Report at Appendices 1, 2 & 3.

 

The Report also detailed the detailed proposals within Zones A – E.

 

Additional representations and concerns from a local resident were also reported and on which individual points had all been addressed by the Officers.

 

Members’ questions and discussion points with the Traffic Engineer included:

 

·         the need for a review at the request of the local residents following long term problems relating to inappropriate parking by non-residents and the careful consideration by local members with the officers in developing the proposals and the widescale and thorough consultation exercises; and

·         enforcement  issues, and access to permits by residents.

 

It was MOVED by Councillor R Scott,  SECONDED by Councillor C Channon  and ?

 

RESOLVED

 

(a) that the responses submitted to the consultation be noted;

 

(b) that the traffic regulation orders for the Colonies area and St Andrews Road area be made and sealed, and restrictions implemented as advertised;

 

(c) that the traffic regulation order for the Albion Hill area be modified and made and sealed, and restrictions implemented, as detailed within section 3 of this Report;

 

(d) that a traffic regulation order be made and sealed to implement the waiting restrictions in the Withycombe Road and Southern Road areas as detailed within section 3 of this Report;  

 

(e) that the Director for Climate Change, Environment and Transport be given delegated powers, in consultation with this Committee’s Chair and the local County Councillors, to make minor amendments, if needed, to the scheme details prior to the implementation of the traffic regulation orders; and

 

(f)  that a report be brought back to this Committee in December 2023 to review the restrictions.

Prohibition of Motor Caravans along a section of Foxholes Hill, Exmouth: Disruption caused by the Anti-Social Behaviour

Minutes:

In accordance with Standing Order 23(2) Councillor M Armstrong  had requested that the Committee consider this matter. Councillor Armstrong outlined the considerable nuisance, loss of amenity and impact on  local residents of inappropriate overnight parking by Camper Vans and other vehicles on Foxholes Hill and the need for further restrictions.

 

The Director of Climate Change, Environment and Transport reported that there was a Scrutiny Task Group on camper van parking across Devon and  that the decision on the proposed No Waiting for Motor Caravans 8pm-8am on Foxholes Hill had been delegated to the Director of Climate Change, Environment and Transport in consultation with the Chair and Local Member at the July meeting of this Committee.

 

The Committee noted the position.
