Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/18/63), attached

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/18/63) on two advertised Traffic Regulation Orders which had attracted significant objections from the Annual Local Waiting Restriction Programme. Details of the proposals and the objections received were contained in the Report.

Proposals which had not attracted objections would be implemented without the need to report back to Committee.

It was MOVED by Councillor Hellyer, SECONDED BY Councillor Parsons, and

RESOLVED

(a) that the current proposal in respect of Waterloo Terrace, Bideford be not progressed and that an amended proposal incorporating a Mandatory Disabled Bay be advertised as part of the 2019/20 review; and

(b) that, in regard to Foresters Road, Holsworthy – sections of Double Yellow Line (Plan No. ENV5672-011 (A)) to prevent the obstruction of larger vehicles and visibility issues when exiting sides roads, a site visit by the local County Councillor and Chair be arranged and that a decision be delegated to the Chief Officer for Highways, Infrastructure Development and Waste in consultation with the Chair and local County Councillor.

Councillor D Hurley attended in accordance with Standing Order 25(2) and spoke to this item.

Councillor G Bridger (Parkham Parish Council) attended in accordance with Standing Order 25 (2) and spoke and expressed local residents’ concerns about the level of vehicle speeds, dangers relating to overtaking, and requesting a reduction of the speed limit from 40 mph and referred also to the unreliability of the 40 mph flashing warning sign which currently was not operational, the work of the local Speed Watch Group and correspondence with the local MP.

Councillor Inch also reported on a residents’ meeting which had been held the previous day relating to this matter to which Councillor Hughes had been invited but had been unable to attend.

The Officers reported on the Speed Compliance Action Review Forum (SCARF) process involving Highways and Police Officers, usually Police Road Casualty Reduction and Traffic Management Officer (RCRO), Devon County Council Road Safety Officer and members of the County’s Traffic Team. The Forum could instigate official covert traffic surveys to evidence any speeding issues at a location and it would review the collision casualty record and advise on a proposed course of action, for example, increased police enforcement and education, traffic calming measures or new speed limits. No overtaking white lines at this location would not be appropriate in view of national guidance in relation to forward visibility.

RESOLVED that the speeding concerns at Horns Cross (A39) be referred to the next SCARF meeting in November 2018.

Councillor Hellyer is asking the Committee to consider retro fitting tactile slabs in Bideford at the entrance and exit to the Manor Car Park, and opposite at the point where the pavement meets the Lundy office car park there is already dropped kerbs.  They are flush with the road.  For blind and visually impaired people there is no indication that they are stepping out into the road. Funding could possibly come from the aids to movement budget.

Councillor Hellyer reported on the need for tactile slabs in Bideford at the entrance and exit to the Manor Car Park where there were dropped kerbs flush with the road.  For blind and visually impaired people there was no indication that they were stepping out into the road.

The Neighbourhood Highway Group Manager reported that there was also an area of pavement on the opposite side of the road at the Lundy Office car park entrance where the same applied but responsibility for the land would need to be confirmed (either Torridge District Council or the County Council) before a scheme could be progressed.

RESOLVED that the schemes be developed for the fitting of Tactile Paving to be funded from the Aids to Movement budget subject to confirmation of County Council responsibility of the land at the Lundy office car park.

Councillor inch reported on a recent meeting of the Bideford Town Centre Partnership where a request had been made for increasing the time limit for on-street parking in Bridgeland Street from 1 hour to 2 hours to promote local trade and businesses.

The Officers outlined the County Council policy in respect of providing short stay parking on street and encouraging longer stay parking in off street car park. The current limit of up to a 1 hour prevented the ‘blocking’ of spaces by longer term parked vehicles and allowed for some local shopping opportunities. In this area there was adequate off-street parking for longer stays and the Officers advised that a change of policy would not be appropriate.

It was MOVED by Councillor Parsons, SECONDED by Councillor Saywell, and

RESOLVED that the Bideford Town Centre Partnership be advised of the County Council policy and that no action would be taken to extend the 1 hours on-street parking limit in Bridgeland Street, Bideford.

[An item to be taken under s18 of the Traffic Management Act 2004 relating to any reviews of parking policy sought in line with the Council’s Petition Scheme (https://new.devon.gov.uk/democracy/guide/constitutionparts2-4/part-4-section-7-petition-scheme/).

There was no petition from a Member of the public or the Council relating to the Torridge District.
