Decision:

It was MOVED by Councillor Connett and SECONDED by Councillor Dewhirst and

Items Requiring Urgent Attention

Items which in the opinion of the Chair should be considered at the meeting as matters of urgency.           

 

Minutes:

(Councillor P Parker, Teignbridge District Council, spoke to this matter with the consent of the Committee)

 

The Chair decided that traffic management issues within various areas of Newton Abbot due to gas pipe upgrade work just started by Wales & West Utilities and scheduled for some months, should be considered as matters of urgency, due to concerns over the significant disruption and congestion including the detrimental effect on emergency services.  This impacted upon a number of County divisions and District wards both in the town and surrounding routes, with a number of complaints received.    The MP for Newton Abbot had had discussions on mitigating the impact and Wales & West were now to implement traffic marshalls to help alleviate some of the issues.

 

It was suggested by Members that local County Councillors whose divisions were impacted by this, should have a coordinated communications approach for considering the issues with both the Director of Climate Change, Environment and Transport and the MP for Newton Abbot.  The local County Councillor for Ashburton & Buckfastleigh would contact the Director to start the process.

Petitions/Parking Policy Reviews

[An item to be taken under s18 of the Traffic Management Act 2004 relating to any reviews of parking policy sought in line with the Council’s Petition Scheme.]

79.

Item raised by Councillor Cox - Teignmouth, Upper Den Carriageway

In accordance with Standing Order 23(2) Councillor Cox has requested that the Committee consider this matter, regarding possible changes to the closure of the road, weight restriction and pedestrian crossing points.

 

The Director of Climate Change, Environment and Transport advises that following recent discussions with the Town Council it is intended to bring a full Officer Report to the next meeting (14 November 2024).

 

(By way of background, this matter was previously considered by this Committee as follows:-

 

-25 July 2022 (minute 36) resolved this remain closed through the summer period; and investigate additional disabled parking on existing highways in the vicinity of the play area; and

 

-2 March 2023 (minute 52), resolved no further action be taken at this time regarding additional Blue Badge parking spaces).

RESOLVED: that a report be brought to the next meeting, as outlined above.  

Minutes:

(Councillor Phipps, Teignmouth Town Councillor, spoke to this matter with the consent of the Committee, seeking to open the Upper Den Carriageway for parking).

 

The local County Councillor had requested the Committee consider this matter in accordance with SO23(2), regarding possible changes to the closure of the road, weight restriction and pedestrian crossing points.

 

The Director of Climate Change, Environment and Transport advised that following an approach by and recent discussions with, the Town Council, it was intended to bring a full Officer Report to the next meeting (14 November 2024), to include a view on the proposals from other stakeholders. 

 

Two objections had been received to the Town Council’s request for this Committee to reconsider opening this to traffic, as circulated to the Committee.  

 

The Committee also noted that this matter had previously been considered by this Committee as follows:-

In accordance with Minute *3 of the Meeting of this Committee on 27 June 2003 this report details the actions taken in respect of traffic regulation orders under Delegated Powers since the last meeting.

The Committee noted that a report would be brought to the next meeting on actions taken in respect of Traffic Regulation Orders under delegated powers following consultation with the Chair and local County Councillors.
