Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/21/64), attached.

RESOLVED that the Chief Officer for Highways, Infrastructure Development and Waste be authorised to make and seal the Traffic Regulation Order in consultation of proposed details with the Chair and local County Councillor subject to Teignmouth Town Council consideration of the recent Motion from the Parish meeting on this matter. 

[N.B. the Parish meeting motion passed on 29 October 2021: For parking in and around Bitton Park to remain as it is for local residents during the present time. In addition to this, the Council form a working party with affected residents to research and survey the current need for residents parking in the immediate area, and mutually agree any changes that may be required for car parking at Bitton House, Park Hill and Lower Bitton Park car parks. And furthermore, convey the results of this vote to the Chairman of the Teignmouth area (sic) Hatoc].  

(Louise Robinson and Vanda Rudge attended under the Council’s Public Participation Scheme and spoke to this item and referred to the parking problems for local residents, the consultation arrangements and need for further consideration, potential additional charges and to a recently convened meeting of the Parish and a Motion which had been passed on this matter). 

The Committee considered the report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/21/64), together with Appendix of the representations received and Officer responses to these. 

The Report followed a request from Teignmouth Town Council to enter into an  agreement with the County Council to enforce parking charges at the Town Council’s car park at Bitton House. This was to be implemented by virtue of a Devon County Council Traffic Regulation Order (TRO).

The Town Council had taken the decision to impose charges on their car park and the proposed TRO would allow the County Council to enforce the Order in accordance with good practice and terms agreed with the Town Council. 

The local County Councillor advised that in view of the recent decision by a Parish meeting a postponement was now appropriate to allow the Town Council to consider that motion (detailed below).  

Members’ comments and views included the following:-

·         notwithstanding the Parish motion, the need to avoid further delay and proceed with the proposed TRO;

·         the good parking regulation and reliability of Devon County Council’s parking management and enforcement; and  

·         the need for the Town Council to consider the recent Motion from the Parish meeting (detailed below).

It was MOVED by Councillor D Cox and SECONDED by Councillor A Dewhirst and

Report of the Head of Planning, Transportation and Environment (PTE/21/37),

RESOLVED

(a) that the proposed scheme shown on plans 70081992-100-S1-002, 70081992- 100-S2-002 and 70081992-100-TC-001 in Appendix I be approved for construction at an estimated cost of £102,978; and

(b) that the Head of Planning, Transportation and Environment be given delegated powers, in consultation with the Chair and the local County Councillor, to make minor amendments to the scheme details.

The Committee considered the Report of the Head of Planning, Transportation and Environment (PTE/21/37) on proposals for additional traffic calming features within Kingskerswell for the 20mph speed zone through the centre of the village within Newton Road and Torquay Road and the 30mph section of Torquay Road.  This should have a positive benefit in reducing average traffic speeds and encouraging better compliance with the existing speed limits.

Report of the Head of Planning, Transportation and Environment (PTE/21/38),

RESOLVED

(a) that the proposed National Cycle Network Route 2 improvements shown on the plans provided in Appendix I be approved for construction at an estimated cost of £134,000;

(b) that the Traffic Regulation Order to reduce in length existing on-street parking and extend existing no waiting at any time restriction on Marsh Road, be advertised and consulted upon; and

(c) the Head of Planning, Transportation and Environment be given delegated powers, in consultation with the Chair and the local County Councillor, to make minor amendments to the scheme detail.

The Committee considered the report of the Head of Planning, Transportation and Environment (PTE/21/38) on a package of proposed improvements following Government funding for a range of schemes in Newton Abbot town centre.  This was a cost-effective intervention to improve the quality of cycling provision, aligning well with the County Council’s aspirations to improve active travel infrastructure and encourage modal shift away from private vehicles for short journeys.

Member discussion points with the Officers included:

·         the possible need for additional signage for cyclists in Sherborne Road and possible re-design of the current proposals relating to Albany Street;

·         implications of the Queen Street proposal

·         implications arising from the emerging Bus Service Improvement Plan; and

·         the net loss of two car parking spaces on the highway arising from the proposals.

RESOLVED

(a) that the results of the survey be noted, as set out in Report (HIW/21/65); and

(b) that traffic flows be reviewed once the works on the A380 are completed.

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/21/65), following a number of requests for a pedestrian crossing on the A379 at the junction with Riverside on the southern side of Shaldon Bridge, as shown in Appendix I to the Report. A survey has been undertaken to determine demand.

As a result of roadworks currently underway on the A380 there had been a significant increase in vehicles on the A379 through Shaldon. Although the survey indicated that a zebra crossing could be considered at this location it was likely that the threshold would not have been reached in normal traffic conditions.  A new survey by officers was recommended to be conducted in the Spring of 2022.

It was MOVED by Councillor A Dewhirst and SECONDED by Councillor G Gribble and

(a) that the results of the survey be noted, as set out in Report (HIW/21/65); and

RESOLVED

(a) that subject to consultation with the Dartmoor National Park Authority, the proposal be advertised; and

(b) that any significant objections be brought back to this Committee but, if no significant objections are received, the decision be delegated to the Chief Officer in consultation with the Chair and local County Councillor.

The Committee considered the Report of the Chief Officer for Highways, Infrastructure, Development and Waste (HIW/21/66) on proposals by Spitchwick Commoners Higher Level Stewardship Association to install cattle grids at four locations on the eastern side of Corndon Down and Sherberton Common. Under the Highways Act the County Council has a discretion to authorise the installation of cattle grids and bypasses where it was  considered expedient to control the passage of animals along the highway.

It was MOVED by Councillor G Gribble and SECONDED by Councillor S Parker Khan and

RESOLVED

(a) that subject to consultation with the Dartmoor National Park Authority, the proposal be advertised; and

(b) that any significant objections be brought back to this Committee but, if no significant objections are received, the decision be delegated to the Chief Officer in consultation with the Chair and local County Councillor.

To note for information:-

Further to referral to Cabinet as a departure from policy, Cabinet 8 September 2021 (minute 40), considered as follows:-– It was MOVED by Councillor Hughes and SECONDED by Councillor Hart and

RESOLVED: that the matter be deferred pending a virtual site visit to meet the Local Member and officers including the Road Safety Team. 

Following this action there will be a report back to Cabinet.

The Committee noted that further to referral to Cabinet the Cabinet at its meeting on 8 September 2021 (Minute 40), had decided to defer consideration pending a virtual site visit with the local Member and officers.
