It was MOVED by Councillor Brook and SECONDED by Councillor Russell             and

 

RESOLVED:

 

(a) that the minutes of the 5 November 2020 be signed as a correct record, subject to the following being appended to the minutes:-

 

(i) Minute 103, Monks Way, Bovey Tracey

 

Report number to read (HIW/20/39);

 

(ii) Minute 104, Shaldon Road, Newton Abbot

 

that Minute 104 should express the significant strength of feeling of Members  that this matter should be further considered as soon as possible due to ongoing concerns - hence the resolution of 5 November 2020  “that a report be brought to the next meeting to include accesses map and traffic speed survey”  (notwithstanding Officer advice as minuted, that the traffic speed survey would be carried out when pandemic restrictions were not significantly affecting normal traffic levels.  The speed survey had not yet been carried out).

 

Note: Members now advised that a detailed accesses map might be the main consideration due to the criteria relating to frontage access in the Local Speed Limit Policy, (whilst traffic speed data would give a fuller understanding of the issues); and

 

(b) that in order to progress the matter discussions be held as soon as possible between the Chair, local County Councillor and Officers and prior to the written report to the next meeting.

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/20/40), together with supplementary information (plans), following statutory consultation resulting from reviewing and rationalising existing parking arrangements.

 

Appendix I and the supplementary information to the Report summarised the proposals advertised.

 

Appendix II detailed the objections/representations received and the County Council’s response/recommendations, which Local County Councillors were content with.

 

With regard to ENV5811/012 Teignmouth, The Rowdens, the adjoining local County Councillor remained concerned and would welcome an opportunity for further consideration with the Chair, local County Councillor, Officers and herself to try to resolve the issue.

 

It was MOVED by Councillor Brook and SECONDED by Councillor Russell

 

and RESOLVED:

 

(a) that the work on the local waiting restriction programme be noted; and

 

(b) that the recommendations contained in Appendix II to Report (HIW/21/10) be approved, subject to:-

 

- ENV5811/011 Cockwood, School Hill:-

(i) that the Chief Officer for Highways, Infrastructure Development and Waste be given delegated powers to determine following site inspection, in consultation with the Chair and local County Councillor; and

(ii) that a further review of parking in the surrounding area be undertaken as soon as possible;

 

-ENV5811/012 Teignmouth, The Rowdens - that the Chief Officer for Highways, Infrastructure Development and Waste be given delegated powers to determine, in consultation with the Chair and local County Councillor (and in discussion with the adjoining local County Councillor);

 

-ENV5811/013 Exminster, Jupes Close - that the proposal to introduce

No Waiting at Any Time be approved;

 

-ENV5811/019 Starcross, Staplake Road – that the Chief Officer for Highways, Infrastructure Development and Waste be given delegated powers to determine the precise location of the reduced length of proposed restrictions to allow some parking  either side of the bend, following site investigation, in consultation with the Chair and local County Councillor;

 

-ENV5811/020 Starcross, Church Street – that the restriction in New Road be approved as advertised, prohibiting waiting during the daytime Monday to Friday (8am – 4.30pm); and

 

-ENV5811/022 Kingsteignton, Ferncombe Drive – that No Waiting at Any Time be approved as advertised.

Main Road, Exminster - Proposed amendments to Parking Restrictions pdf icon PDF 475 KB

Minutes:

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/21/11), regarding submissions to the statutory consultations on the Traffic Regulation and On-Street Places Amendment Order.  This Order sought to resolve discrepancies that had come to light between that marked on the ground and what was detailed for civil parking enforcement.

 

As a result of objections received from the local County Councillor and Parish Council, it was recommended that the limited waiting bay should be re-introduced to retain short term parking for local amenities (e.g. the doctor’s surgery, Post Office and local village shops) and this would allow the Council to enforce it.  The local County Councillor supported the report recommendation.  

 

It was MOVED by Councillor Connett and SECONDED by Councillor Brook         and

 

RESOLVED:-

 

(a) that the results of the consultation are noted; and

 

(b) that the limited waiting be re-introduced on Main Road, Exminster and the Traffic Regulation Order be made and sealed.

East Street Newton Abbot - Casualty Severity Reduction Scheme pdf icon PDF 260 KB

Report of the Head of Planning, Transportation and Environment (PTE/21/11), attached.

Minutes:

The Committee considered the Report of the Head of Planning, Transportation and Environment (PTE/21/11) regarding proposals to improve pedestrian safety on the A381, East Street in the vicinity of its junctions with Scott Close and Union Street, to reduce future injury collisions identified at this cluster site (on the border of both Newton Abbot electoral divisions).  This was a very demanding junction (i.e. primary school, doctor’s surgery, care facility and supermarket) with a lot of pedestrian movements.  The proposed scheme sought to replace the current virtual footway and very narrow vehicular entrance with a kerbed footway and wider entrance to the site and relocation of the signal controlled pedestrian crossing.   This required the moving a section of the gate post and wall subject to Listed Building Consent, with delegated powers recommended to be able to agree minor changes/respond to the planning process).

 

Both local County Councillors supported the report proposals having had concerns about this junction’s safety over a long period, particularly with its proximity to the primary school.   A safer junction may also encourage more families to walk to school.  The Committee was keen that this scheme should proceed as soon as possible.   

 

It was MOVED by Councillor Gordon Hook and SECONDED by Councillor

RESOLVED:

 

(a) that the proposed scheme shown on plan B20003/2 in Appendix I be approved for construction at an estimated cost of £135,000; and

 

(b) the Head of Planning, Transportation and Environment be given delegated powers, in consultation with the Chair of HATOC and the two local County Councillors, to make minor amendments to the scheme details.

Shute Hill, Teignmouth - Casualty Severity Reduction Scheme pdf icon PDF 262 KB

Minutes:

The Committee considered the Report of the Head of Planning, Transportation and Environment (PTE/21/12) regarding proposals to replace an existing Zebra controlled crossing with a signal controlled Puffin crossing on the A379 near its junction with Shute Hill, to reduce future injury collisions identified at this cluster site.

 

The local County Councillor supported the proposals due to the safety history of this site over many years which was used as a busy shortcut by traffic.

 

It was MOVED by Councillor Russell and SECONDED by Councillor Brook and

 

RESOLVED:  that the proposed scheme shown on plan B20004/3A in Appendix I be approved for construction at an estimated cost of £48,000.

Preston Village, Kingsteignton - Traffic Issues (minute 106) pdf icon PDF 380 KB

Minutes:

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/20/3939), following its resolution at the last meeting requesting further information (including details of obstruction) about local residents’ concerns regarding parking, noise and dog fouling, arising from frequent use of village walks by dog walkers/ commercial dog walkers). 

 

Further correspondence had been received from a local resident supporting  residents’ parking/parking restrictions and providing photographs and correspondence on 26 February 2021. 

 

The local County Councillor advised that neither he or local residents could support the report recommendation and that formal measures were needed to address this ongoing issue.  Residents’ evidence of obstruction differed from the information Officers had obtained from the emergency services, waste & recycling collections etc (as set out in paragraph 4 of the Report).

 

Whilst the local County Councillor had suggested that an approach should be made to Cabinet for residents’ parking (as a departure from policy), he was persuaded by the Committee’s discussion that this site did not meet the residents’ parking policy criteria on several levels and may not provide the best solution for residents. 

 

The Committee however did feel that there were sufficient issues at Preston to warrant the introduction of waiting restrictions (double yellow lines) in some locations in the village and this was likely to be a quicker and simpler process.  Members did not feel that actions that may be taken by Teignbridge District Council under Public Spaces Protection Orders powers were likely to be the solution in this particular case.     

 

It was MOVED by Councillor J Hook and SECONDED by Councillor Dewhirst   and

 

RESOLVED:

 

(a) that the contents of this report be noted; and

 

(b) that Officers draw up proposed waiting restrictions in consultation with the Chair and local County Councillor as soon as possible, for inclusion within the next annual waiting restrictions process.

Bovey Tracey Traffic Management Plan - Item raised by Councillor Gribble

In accordance with Standing Order 23(2) Councillor Gribble has requested that the Committee consider this matter.

Minutes:

The local County Councillor had requested the Committee to consider this matter in accordance with SO23(2).  He advised that a meeting was now arranged in the near future between Officers, the Town Council and himself and hoped that there could be an updated position for the next meeting.

Cabinet 12 February 2021 minute 630 - 30mph speed limit in Monks Way, Bovey Tracey

To note for information, the decision of the Cabinet further to this Committee’s consideration at the last meeting:-

 

(Councillors Biederman, Connett, Dewhirst, Gribble and Hannaford attended remotely in accordance with Standing Order 25(2) and the Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 and spoke to this item).

 

The Cabinet noted that at the meeting of the Teignbridge Highways and Traffic Orders Committee, the Committee had considered a Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/20/3939), recommending a 40mph speed limit to reduce traffic speeds around the new junction and signal controlled pedestrian crossing as part of the new Challabrook housing development.

 

The Committee had RESOLVED (minute *103 refers) that (a) the County Council’s policies on speed limits and wider impacts of health, sustainable travel and whole environment be noted; and (b) that the Committee supports a 30mph speed limit on Monks Way, Bovey Tracey and refers this matter to the Cabinet as a departure from policy.

 

The Cabinet considered this matter on the 9th December 2020 (minute 596 refers) and RESOLVED that the matter be deferred pending a site visit to meet the Local Member and consider the impact of future development and that the site visit include officers from the Road Safety Team.

 

The Cabinet Member for Highways Management thanked those who had attended the virtual site meeting and commented it had been important to listen to the views of the local community and concerns of the Town Council.

 

He had taken a number of different professional opinions on board, for example, on pedestrian crossings and from police officers and research on the safety record of pedestrian crossings in 30mph limits and 40 mph limits.

 

It was MOVED by Councillor Hughes, SECONDED by Councillor Hart, and

 

RESOLVED that two departures from policy be agreed, to permit the advertising of a Traffic Regulation Order; (a) to introduce a section of 40mph speed limit from the existing 30mph terminal point to the South of Station Road Roundabout past the Challabrook development to a point approximately 120m south of the turning into the Challabrook development (a section of national speed limit will be retained from that point to the 30mph terminal at the Pottery Road roundabout); and (b) that the section of new 40mph speed limit be introduced below the normal minimum length of 600m.
