Minutes:

The Committee discussed highway maintenance safety defects and the  defined parameters for repair.  Members expressed their concern about the quality of patching.  It was noted that funding had been earmarked for the future maintenance programme and the Neighbourhood Highway Manager would arrange for a written statement for the Committee.

Yelverton Roundabout Bus Stop Multi-Modal Integration Improvements pdf icon PDF 1 MB

Minutes:

The Committee considered the report of the Director of Climate Change, Environment and Transport (CET/24/60) which set out the design and construction of a scheme to enhance multi-modal integration at Yelverton roundabout bus stop at an estimated cost of £80,000, funded by the Bus Service Improvement Plan.

 

The bus stop is well served and is currently sited on a bus and taxi only access road next to a 48 space car park.   

 

A national cycle network route runs to the West of the bus stop which connects Yelverton to Tavistock and Plymouth.   The current arrangement regarding cycles is that there are four well used cycle stands and a single pedestrian crossing in the immediate vicinity of the bus stop.

 

The proposal to enhance multimodal integration include new and improved pedestrian crossing facilities to include dropped kerbs, tactile paving, visual demarcation on the carriageway, improvements to street lighting and real time journey information, in addition to an expanded refuge island.  Extended double yellow lines around the refuge is subject of the Traffic Regulation Order.    The Committee also noted that cycles would be allowed through the bus gate.

 

The proposals have been discussed with the Local Member and a site visit was undertaken to explain the proposals and listen to feedback from the Parish Council.  As a result of this engagement, proposals to provide a long stay tariff option at the nearby car park were removed for the scheme package. 

 

It was also noted that funding could be lost if not spent by 31 March 2025. 

 

A further update report would be given to the next Committee meeting in November 2024.

 

It was MOVED by Councillor Sanders, SECONDED by Councillor McInnes   and 

 

RESOLVED :

(a)  that the design and construction of the multi-modal bus stop integration improvements at Yelverton Roundabout bus stop, as shown in Appendix 1 to the report, at an estimated cost of £80,000 be approved;

 

(b)  that the advertising of the Traffic Regulation Orders necessary, as detailed in part 3, to deliver the scheme and to make and seal the orders subject to the requirements of the legislation and the Council’s procedures be approved;

 

(c)  that delegated powers be awarded to the Director of Climate Change, Environment and Transport in consultation with the HATOC Chair and Local Member, to make minor amendments to the scheme as required.
