Minutes:

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/18/65) on an advertised proposal to provide Loading and Unloading facilities and to extend the area of limited waiting available for shoppers as shown in Plan No. ENV5673-009.  The proposals would restrict parking until 6pm Monday to Saturday.  However, Bere Ferrers Parish Council had asked for the proposal to be amended to allow parking after 4pm Monday to Saturday rather than 6pm. 

 

The other proposals in the Programme had not attracted objections and would be implemented.

 

The local Member (Tavistock) reported on alleged speeding at Tavistock, Whitchurch – Grenofen. The Committee noted that the matter had been referred to the Speed Compliance Action Review Forum (SCARF) which involved Highways and Police Officers, usually a Police Road Casualty Reduction and Traffic Management Officer (RCRO), Devon County Council Road Safety Officer and members of the County’s Traffic Team. The Forum would review traffic surveys (which were currently underway at this location) to evidence any speeding issues, the collision casualty record and advise on a proposed course of action. A Report on the outcome would be presented to the next meeting of this Committee. 

 

It was MOVED by Councillor Sanders, SECONDED by Councillor McInnes and

 

RESOLVED

 

(a) that work on the annual waiting restrictions programme process for 2018/2019 is noted;

 

(b) that the revised proposal shown in Appendix II Plan No. ENV5673-009 (Rev1), in accordance with the request from the Parish Council, be implemented.

(Councillor Leech declared a personal interest in this matter by virtue of a family member residing in the area affected)    

 

(Mr N Maunder (Chair of the South Zeal Car Park Working Group) attended under the Council’s Public Participation Scheme and spoke to this item referring to the low available of car parking in South Zeal and the need for more off-street provision) 

 

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/18/66) on proposals to amend previous parking restrictions in South Zeal which had been advertised in September and October 2017 as part of the West Devon Annual Waiting Restriction Programme.   The proposals had been submitted for inclusion in the review by South Tawton Parish Council following a local consultation on parking issues within South Zeal. Following the Committee’s meeting on 9 November 2017 a site meeting had been held in December 2017 and several amendments had been agreed at the request of South Tawton Parish Council.

 

The details and plans of the revised proposals were shown in Appendices I & II to this Report. 

 

It was MOVED by Councillor McInnes, SECONDED by Councillor Sanders, and

 

RESOLVED

 

(a) that the contents of the report be noted; and

 

(b) that the revised proposals shown in Appendices I & II of Report HIW/18/66 be advertised and any objections received be reported to the next meeting of this Committee on 22 March 2019.
