The Chairman reported with regret the recent death of Councillor Benson, West Devon Borough Council representative on this Committee.

Annual Local Waiting Restriction Programme pdf icon PDF 880 KB

Report of the Chief Officer, Highways, Infrastructure Development and Waste (HIW/17/19) attached

Minutes:

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/17/19) on the development of an annual local programme for the HATOC area for the funding and delivery of waiting restriction schemes for 2017/18.

 

Proposals for parking restrictions and representations received as detailed in Section 4 of the Report were considered.  In relation to Horrabridge, Station Road proposed restrictions (not detailed in Section 4), 3 objections had been received regarding any loss of parking in Horrabridge as demand exceeded supply in the village whereas the Parish Council supported the proposals as advertised (see (b)(vii) below). 

 

It was MOVED by Councillor Sanders, SECONDED by Councillor Sellis and

 

RESOLVED

 

(a) that work on the annual waiting restrictions programme and the prioritisation process applied in 2016/17 be noted;

 

(b) that in respect of Section 4 of the Report (HIW/17/19):-

 

(i)  Bere  Alston, Fore Street - the Chief Officer for Highways, Infrastructure Development and Waste to be authorised  to determine in consultation with and following a site meeting with the Chairman, local County Councillor, and Parish Council;

 

(ii) Buckland Monachorum, Yelverton (Harrowbeer Lane, Westella Road)  - the Chief Officer for Highways, Infrastructure Development and Waste to be authorised  to determine in consultation with and following a site meeting with the Chairman, local County Councillor, and Parish Council;

 

(iii) Horrabridge, Manor Estate - the restrictions be implemented as advertised;

 

(iv) Horrabridge, Bedford Place and Jordon Lane - the proposals be not implemented;

 

(v) Horrabridge, Whitchurch Road - the restrictions be implemented as advertised;

 

(vi)Tavistock, Chollacott Lane - be deferred until the next Hatoc meeting for monitoring and further investigation;

 

(vi) Horrabridge, Station Road - the restrictions be implemented as advertised.

 

(c) that pending Cabinet consideration of the scope of works and funding, a further programme be developed for 2017/18.

Request for 30mph Speed Limit through Lewdown and Cross Roads pdf icon PDF 570 KB

Minutes:

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/17/20) on a request for 30mph Speed Limit through Lewdown and Cross Roads following receipt of a petition for this limit on the C822 through Lewdown, containing 119 signatures which had been received on 20 December 2016. The current speed limit through the village was 40mph.

 

Local County and District Members were concerned at traffic speeds around the area of Lewtrenchard  Primary School on the edge of Lewdown and Officers were continuing to monitor traffic data near the school.   Additional housing was also approved and was expected to add local traffic in the vicinity. 

 

There were no currently identified significant speed compliance issues or speed related casualty history and as such there was no specific budget available to support this.

 

 A reduction from 40 to 30 mph was not considered appropriate at this time and could increase difficulties.  The Local County Councillor would continue to work with Officers and the local community of Lewtrenchard.  

 

It was MOVED by Councillor Sanders, SECONDED by Councillor Sellis and

 

RESOLVED that the request for a 30mph Speed Limit through Lewdown be refused.

North Tawton - 30 mph Speed Limit Extension pdf icon PDF 964 KB

Report of the Chief Officer, Highways, Infrastructure Development and Waste (HIW/17/21) attached

Minutes:

 

The Committee considered the Report of the Chief Officer, Highways, Infrastructure Development and Waste (HIW/17/21) on submissions received during the North Tawton 30mph Speed Limit Extension Traffic Regulation Order consultation to extend the 30mph speed limit along the Road from Moor View to de Bathe Cross (C472) towards de Bathe Cross, incorporating the new junction into the Batheway Fields development.

 

There was no record of speed related collisions along the route.

 

It was MOVED by Councillor Sanders, SECONDED by Councillor Ball and

 

RESOLVED that the sealing of the order be approved as advertised as it is considered that a further extension to the originally proposed 30mph speed limit would not be in line with Devon County Councils current policy on speed limits.

Petitions/Parking Policy and Review
