RESOLVED that

 

(a) the recommendations contained in Appendix 2 to this report be agreed, subject to:

 

(i) ENV6136-426 Mill Stream Court, Ottery St Mary: that a site visit be organised and a final decision be delegated to the Director of Climate Change, Environment and Transport in consultation with the HATOC Chair and local County Councillor;

 

(ii) ENV6136-274 Church Street, Sidbury: that the proposals are implemented as planned with the addition of advisory Keep Clear markings outside the local school;

 

(iii) ENV6136-289 Byes Lane, Sidford: that restrictions only be implemented at the northern end of the road with the final decision on the extents delegated to the Director of Climate Change, Environment and Transport in consultation with the HATOC Vice-Chair and local County Councillor; and

 

(iv) ENV6136-290 - Lawn Vista, Sidmouth: that the proposals are not progressed;

 

and

 

(b) that Cabinet be asked to explore options to make School Keep Clear restrictions mandatory outside all Devon schools, by default, in line with the Council’s strategic priority of being ambitious for its young people.

 

Minutes:

The Committee considered the Report of the Director of Climate Change, Environment and Transport (CET/25/42) on the local waiting restriction programme for the East Devon area, specifically regarding proposals advertised from 30 October to 22 November 2024.

 

Advertised proposals were included in Appendix 1. Those where objections had been received were included in Appendix 2, with details of the objection(s) and the Council’s response.

 

Those proposals that had not received objections would be implemented. Appendix 2 contained recommendations for each proposal that had been objected to.

 

Particular comments by members included:

 

  • Regarding ENV6136-326 Bapton Lane, Exmouth: clarity that the proposal as amended (excluding driveways to house numbers 25 and 27) was to ensure that residents could park safely; and

 

  • In relation ENV6136-274 Church Street, Sidbury, members queried officers on implementing zig-zag markings outside of the local school. It was explained that advisory markings could be included, but that any officially enforceable markings would need to be included in a future review of waiting restrictions due to the legal framework that was needed to be followed. Members acknowledged the legal framework that officers had to follow but felt that, as the Council had a strategic priority to be ambitious for its young people, Cabinet should be asked to explore solutions to ensure that road safety around schools was robust as standard.

 

It was MOVED by Councillor Scott, SECONDED by Councillor Trail and

 

RESOLVED that

 

(a) the recommendations contained in Appendix 2 to this report be agreed, subject to:

 

(i) ENV6136-426 Mill Stream Court, Ottery St Mary: that a site visit be organised and a final decision be delegated to the Director of Climate Change, Environment and Transport in consultation with the HATOC Chair and local County Councillor;

101.

A3052 Speed Limit at Kingsdown

In accordance with Standing Order 23(2), Councillor Hughes has asked that the Committee consider this item.

 

This regards speed on the A3052 at Kingsdown where there have been numerous vehicle crashes.

Minutes:

In accordance with Standing Order 23(2) Councillor S Hughes had requested that the Committee consider this matter in response to vehicle collisions on the A3052 near Kingsdown.

 

Officers advised members that reviews were ongoing on the A3052 to understand the nature of the collisions, including numbers, the reasons, and whether the area was an outlier. This would inform a decision as to whether or not the speed limit was appropriate.
