Stopping up of public highway: Land adjacent to Swordfish Avenue, Clyst Honiton pdf icon PDF 295 KB

Report of the Director of Climate Change, Environment and Transport (CET/24/27), attached.

Decision:

RESOLVED that

 

(a) it is agreed that the extent of highway land adjacent to Swordfish Avenue, Clyst Honiton, as detailed in Appendix 1, is not needed for public use; and

 

(b) that an application be made to the magistrates’ court for an order

under Section 116 of the Highways Act 1980 to stop up the land in question, subject to consultations referred to in section 4 of the Report.

 

 

Minutes:

Report of the Director of Climate Change, Environment and Transport (CET/24/27) regarding a proposal to apply for the stopping up of a section of public highway, so that it no longer forms part of the public highway. Appendix 1 to the report showed the land in question which was adjacent to Swordfish Avenue, Clyst Honiton.

 

It was MOVED by Councillor Gent, SECONDED by Councillor Hughes and

 

RESOLVED that

 

(a) it is agreed that the extent of highway land adjacent to Swordfish Avenue, Clyst Honiton, as detailed in Appendix 1, is not needed for public use; and

 

(b) that an application be made to the magistrates’ court for an order

Pedestrian Crossing, Deaf Academy, Exmouth pdf icon PDF 668 KB

Report of the Director of Climate Change, Environment and Transport (CET/24/26), attached.

Decision:

RESOLVED that

 

(a) the construction of a proposed pedestrian crossing at Douglas Avenue,

Exmouth as shown in Appendix 1, at an estimated cost of £101,000, be approved; and

 

(b) that the Director of Climate Change, Environment and Transport be given

delegated powers, in consultation with the Chair of HATOC and the Local

Member, to make minor amendments to the scheme details.

Minutes:

The Committee considered the Report of the Director of Climate Change, Environment and Transport (CET/24/26) which was seeking approval to construct a signal controlled “Puffin” pedestrian crossing facility near to the main entrance to the Deaf Academy on Douglas Avenue.

 

Sylvan Dewing (Principal, Deaf Academy) and Claire Quick (Director of Finance & Resources, Deaf Academy) attended the meeting under the Council’s Public Participation Scheme and spoke in favour of the proposed pedestrian crossing.

 

Members supported the rationale for the crossing in relation to safety concerns expressed by those attending under the Public Participation scheme. However there was member concern that this should have formed part of initial consultations on the building of the Deaf Academy, rather than being actioned later at cost to the Local Authority, notwithstanding the additional £30,000 contribution from the Academy for additional costs and future maintenance.

 

It was MOVED by Councillor Channon, SECONDED by Councillor Trail and

 

RESOLVED that

 

(a) the construction of a proposed pedestrian crossing at Douglas Avenue, Exmouth as shown in Appendix 1, at an estimated cost of £101,000, be approved; and

 

(b) that the Director of Climate Change, Environment and Transport be given

delegated powers, in consultation with the Chair of HATOC and the Local

Petitions/Parking Policy Reviews

Members expressed the wish for a report updating them on the Exmouth Residents Parking Scheme to be presented at the next meeting of the HATOC.
