Decision:

RESOLVED that Councillor Twiss act as Vice-Chair of the Committee until the return of Councillor Hall.

In the absence of Councillor Hall, the Chair proposed that Councillor Twiss act as Vice- Chair until Councillor Hall’s return.

Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/21/70), attached.

Decision:

RESOLVED that the Council recognise the concerns of the Parish Councils of West Hill and Aylesbeare, the local Ward Member, and the B3180 Action Group around road safety on the B3180 and commits to meeting with them with a view to identifying and discussing road safety improvements.

Minutes:

The Committee noted the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/21/70) on the outcome of the recent Speed Compliance Action Review Forum (SCARF) following the July Committee meeting which reported on representations from the B3180 Action Group.

 

The SCARF concluded that it would not be suitable to extend 30 mph a short distance northwards as signs would be hidden by vegetation at the requested location.  If extended further, the 30 mph limit would not meet the current policy as it would be beyond the limits of the frontage development.

 

It was MOVED by Councillor Hughes, SECONDED by Councillor Twiss and

Sidford - Sidbury Multi-Use Path pdf icon PDF 2 MB

Decision:

RESOLVED that:

 

     (a)   the strategy for delivery of the Sidbury to Sidford multi-use path be approved;

 

     (b)   a planning application be progressed for Phase 1 of the proposed multi?use path, shown in the plans provided in Appendix I;

 

     (c)   approval be given to progress with land acquisition by agreement for the route shown in Appendix I; and

 

     (d)   the Head of Planning, Transportation and Environment be given delegated powers, in consultation with the Chair and Vice-Chair of the Committee, and the local Member, to make minor amendments to the scheme details.

 

Minutes:

The Committee considered the Report of the Head of Planning, Transportation and Environment (PTE/21/40) on a proposal for the delivery strategy of a multi-use path from Sidford to Sidbury, extending the existing trail from Sidmouth via the Byes to Sidford.

 

There had been a long-standing ambition to connect Sidbury and Sidford via an active travel route.  Following the consultation in 2014, further work had been undertaken and a preferred option had been identified on the western side of the A375 road corridor.  A delivery strategy had been identified, splitting the route into phases and seeking to maximise opportunities to work with emerging development proposals as well as progressing a planning application for Phase 1 and designing the final section of Phase 2 on existing highway.

 

Members’ discussion centred around the possibility of upgrading the existing and proposed crossings to toucan crossings at Sidford.

 

It was MOVED by Councillor Hughes, SECONDED by Councillor Twiss and

 

RESOLVED that:

Lining on Four Elms Hill, A3052 - Update

(In accordance with Standing Order 23(2), Councillor Bailey had asked that the Committee consider this item.)

 

Verbal update by the Chief Officer for Highways, Infrastructure Development and Waste.

Minutes:

The Committee received an update from the Chief Officer for Highways, Infrastructure Development and Waste confirming that a press release had been issued confirming road safety improvements were due to be introduced at Four Elms Hill near Newton Poppleford. 

 

Subject to favourable weather conditions, work was due to commence next week to install continuous solid double white lines on that section of the A3052.
