Member Training: Workings of the Committee PDF 157 KB Presentation by the Chief Officer for Highways, Infrastructure Development and Waste, attached.
Minutes: The Committee received a presentation from the Head of Highways, Infrastructure Development and Waste on the workings of the Committee. The presentation covered the Committee’s Constitution; its Terms of Reference; and Scheme of Delegation.
Officers also explained the processes involved with the Waiting Restrictions (Traffic Regulations Orders) Programme with annual consideration by the Committee and regular discussion with local members as necessary. The Chair confirmed that this would continue on an annual basis.
Members discussed the delays in approval and implementation Traffic Regulation Orders and the level of delegation to Officers in regard to highway consultation by Local Planning Authorities and the need for local member input at an early stage. This was a topic which could be considered by a future meeting of the Corporate, Infrastructure and Regulatory Services Scrutiny Committee.

Re-painting of the lines on Four Elms, A3052 (In accordance with Standing Order 23(2), Councillor Bailey had asked that the Committee consider this item.)
Verbal update by the Chief Officer for Highways, Infrastructure Development and Waste.
Decision: RESOLVED that the Chief Officer for Highways, Infrastructure Development and Waste be authorised, subject to a Safety Audit and consultation with the police, to develop and implement a scheme to amend the double white line system, in consultation with the Chair, Vice Chair and local Member.
Minutes: In accordance with Standing Order 23(2) Councillor J Bailey had asked that the Committee consider this item.
(Councillors C Burhop of the Newton Poppleford and Harpford Parish Council and V Ranger of East Devon District Council attended in accordance with Standing Order 25 and spoke to this item and referred to a previous report the recommendation of which had been approved by this Committee in July 2019 and the need for further action at this location to address safety concerns in particular in regard to the implementation of ‘no overtaking’ restrictions).
Members
discussed the current arrangements and expressed concern that these
did not appear to accord with their understanding of the decision
made by this Committee at its meeting 18 July 2019 and the
resulting delays. Members felt that there was a need
for double solid white lines to prevent
overtaking along the entire length (Report HIW/19/67

Officers confirmed that the works been carried out in accordance in accordance with the minutes of the July 2019 Committee and that a double white line system had been installed in accordance with national advice, although it was acknowledged that members did have a different view on the definition of a double white line system and clarity of the Plan appended to the Report.
A safety audit for the current scheme “as built” had been commissioned and officers were arranging a design for a “double solid” white line system which would need a separate safety audit and further consultation with the police.

Rapid Charging East Devon (StreetHUBZ) On-street Electric Vehicle Charging Bays PDF 891 KB Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/21/46), attached.
Decision: RESOLVED
(a) that the work on the Electric Vehicle Charging Scheme be noted; and
(b) that the recommendations contained in Appendix II of the Report be approved and the Traffic Regulation Order be implemented as advertised.
Minutes: The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/21/46) on a project with private sector partners to install and operate on-street electric vehicle chargers in local neighbourhoods, which would bring rapid, reliable charging to residents, especially those who did not have off-street parking.
This phase of the project was for six rapid electric vehicle charging hubs in Exmouth and Cranbrook over three sites, each with four dedicated public electric vehicle bays. Each hub would have two charges and two batteries capable of charging four vehicles simultaneously.
The provision of the chargers would encourage more people to make their next vehicle purchase an electric one, thus reducing further the impact of air pollution on residents.
The Report detailed (at Appendix II) the consultation responses following advertisement of the Traffic Regulation Order for consideration by this Committee.

Proposed Changes to Waiting Restrictions in Exmouth PDF 2 MB Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/21/47), attached. Decision: RESOLVED
(a) that the comments submitted in Appendix II to the Report be noted; and
(b) that a modified Traffic Regulation Order (as detailed in Section 3 of the Report) be made and sealed.
Minutes: The Committee considered the Report of the Chief Officer for Highways, Infrastructure and Waste (HIW/21/47) on proposed changes to waiting restrictions in Exmouth as set out in the Appendices to the Report.
Following a review of the prohibition of motor caravans on Queens Drive, it was proposed to merge the prohibition with the existing pay and display restriction and, and at the same time introduce pay and display on Maer Road, with specified prohibitions.
The plans showing the proposed restrictions could be found at Appendix I and a summary of responses were set out in Appendix II of the Report.
Members also reported options for off road parking and facilities for motor caravans would be discussed further by a working group comprising Town and District Council members.

Verbal update by the Chief Officer for Highways, Infrastructure Development and Waste.
Minutes: In accordance with Standing Order 23(2) Councillor Hughes had asked that the Committee consider this item in regard to vehicle speed concerns by local residents .
The Neighbourhood Highways Manager confirmed that he with the Chair (local Member) had met with local residents and they had been supplied with a speed indication device.
A further meeting would take place between the Neighbourhood Highways Manager and the Chair (local Member), to clarify the concerns of the local community.

Exmouth Deaf Academy - Progress on Survey (In accordance with Standing Order 23(2), Councillor Hughes had asked that the Committee consider this item.)

Decision: RESOLVED
(a) that Officers carry out traffic surveys to understand pedestrian and vehicle movements in the area and investigate what traffic calming measures and options would be most suitable at this location;
(b) that Vision Zero be requested to help promote road safety / training and education generally for young people.
Minutes: In accordance with Standing Order 23(2) Councillor S Hughes had asked that the Committee consider this item.
The Neighbourhood Highways Manager reported that Officers could undertake a survey to understand pedestrian and vehicle movements in the area and discuss with the Deaf Academy their intentions/expectations for off-site movement from their students. A plan could then be developed in terms of infrastructure and any Traffic Regulation Order around the site.
Members referred to the need for additional road safety measures (including the feasibility of wig wag signals) primarily for the students and staff at the deaf academy following the erection of warning signs through the Local Member’s Locality Budget. The Committee also noted the reported offer from the Academy towards the cost of wig wag signals for example, if appropriate.
Members also referred to the need for road safety education for young people generally by lead agencies such as the County Council, Devon Fire and Rescue and the Devon and Cornwall Constabulary.

B3180 from Daisymount to the Halfway Inn (In accordance with Standing Order 23(2), Councillor Bailey had asked that the Committee consider this item.)
Verbal update by the Chief Officer for Highways, Infrastructure Development and Waste.
Minutes: In accordance with Standing Order 23(2) Councillor J Bailey had asked that the Committee consider this item.
(Councillor A Carr of the West Hill Parish Council attended in accordance with Standing Order 25 and spoke to this item and referred to excessive vehicle speeds and use of the road by HGVs and the need for additional measures).
The local Member reported on representations from the B3180 Action Group which referred to excessive speeding on 30 mph section, lack of enforcement by the police and involvement of the Neighbourhood Watch, a speed survey carried out by the Parish Council, the road layout, overuse by HGVs and impact through West Hill and conflict with cyclists and pedestrians; and damage to the highway. Possible actions put by the Action Group included: restrictions for HGVs with signing, and extension of the 30 mph section, new vehicle activated speed display signs within the speed restrictions, improved Village signing, improved direction signs and cleaning, new gateway features at the start of the speed restrictions and a Road Safety Audit to explore visibility improvements especially at bends and junctions and other measures.
The Neighbourhood Highways Manager confirmed that the Road was part of the County’s Strategic Network and indicated that Officers would continue to work with the local Community and also refer the vehicle speed issue to the Speed Compliance Action Review (SCARF) process and report to the next meeting of this Committee.
