The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/21/4) on the Local Waiting Restriction Programme.

 

A summary of the proposals advertised could be found at Appendix I with associated plans attached.  Objections to the proposals advertised and the Council’s response could be found at Appendix II. Proposals which did not attract objections would be implemented without the need to report back to the Committee.

 

It was MOVED by Councillor Scott, SECONDED by Councillor Trail and

 

RESOLVED

 

     (a)     that work on the local waiting restriction programme be noted; and

             

     (b)     that the recommendations contained in Appendix II to the Report HIW/21/4 be agreed and the proposals implemented where relevant, subject to:

(i)     ENV5806/001 Axminster, Loup Court – that the proposal be withdrawn;

(ii)    ENV5806/004 Broadclyst, B3181 – Road from West Clyst to Beaumont, near primary school – that the proposal be implemented as advertised without a site meeting;

(iii)   ENV5806/030 Cliff Terrace, Budleigh Salterton – that the proposed restrictions are not implemented; and

(iv)   ENV5806/046 Underhill, Lympstone – that the restrictions be implemented and further relaxations be considered at the next review.

Minutes:

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/21/5) on the removal of visibility lines at the Road from Marsh Farm to Lapswater, Marsh.

 

It was considered that the historic visibility lines in the Register of Local Land Charges summarised in Appendix I (Location 6) to the Report were now obsolete by virtue of the changes to road layout over the years, the powers contained in current  planning legislation, and that there was no prospect of the identified highway improvement being progressed. 

 

It was MOVED by Councillor Chubb, SECONDED by Councillor Randall-Johnson and

 

RESOLVED that the visibility lines at Marsh as prescribed in the Schedule attached at Appendix I (Location 6) to Report HIW/21/5) be revoked and rescinded and removed from the Register of Local Land Charges.

(Councillors Randall-Johnson and Trail both declared a personal interest in this item by virtue of being Council representatives on the Devon & Somerset Fire & Rescue Service.)

 

The Committee considered the Report of the Head of Planning, Transportation and Environment (PTW/21/7) on a proposal for junction improvements at the Liverton Business Park access on Salterton Road (B3178) in Exmouth.

 

Liverton Business Park was situated on the eastern edge of Exmouth on the Salterton Road and included major retail outlets and industrial units, as well as an Ambulance and Fire and Rescue station.  The site was well used throughout the day with around 800 vehicles entering and exiting the site in an average hour.  The present single lane arrangement had led to queuing and delays for Business Park traders and customers exiting the site. 

 

The proposal to extend the two-lane exit by an additional 55m had the support of Devon Clinton Estates and Exmouth Town Council who were together contributing 50% of the cost of the scheme.  The scheme had been consulted upon and represented a proportional and cost-effective solution to improve traffic conditions when exiting the Business Park.

 

It was MOVED by Councillor Scott, SECONDED by Councillor Trail and

 

RESOLVED

 

     (a)   that the proposed junction improvements shown on the plan at Appendix 2 to Report PTE/21/7 be approved for construction at an estimated scheme cost of £200,000; and

 

     (b)   that the Head of Planning, Transportation and Environment be given delegated powers to make minor amendments to the scheme details in consultation with the Local Members and Chair.
