Annual Local Waiting Restriction Programme pdf icon PDF 8 MB

Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/17/17).

 

Electoral Divisions:  All in East Devon

Minutes:

The Committee received the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/17/17) on the proposed Annual Local Waiting Restriction Programme for East Devon; a budget of £100,000 having been allocated to the project with available funding of £12,500 for each area.

 

Discussion with Members and the Head of Service included:

 

·         the need for site meetings in Budleigh Salterton, Colyton, Ottery St Mary, Seaton and Stoke Cannon;

·         further clarification as to why the proposed waiting restriction for North Street, Ottery St Mary, had not been progressed;

·         concerns regarding campervans parking at Rolle College, Exmouth and access for emergency vehicles;

·         complaints by residents in Victoria Way, Exmouth, over private vehicles parked in this area by a local resident, which was to be followed up by Highways Officers;

·         the lack of available parking outside local village shops due to parking restrictions and the possibility of providing parking nearby to support local businesses and communities;

·         parking restrictions advertised for Chapel Lane, Ottery St Mary, appearing to be far greater than originally proposed, which was likely to cause local objections; and the Highways Officer undertook to look at a site inspection.

 

It was MOVED by Councillor S. Hughes, SECONDED by Councillor Knight and

 

RESOLVED

 

(a)     that the Committee note the work on the Annual Waiting Restrictions programme and the prioritisation process applied in 2016/17;

 

(b)    that the Committee agree the recommendation and proposals contained in section 4 of Report HIW/17/17 and that the proposals be implemented;

 

(c)     that, pending continuing Cabinet support in future years, a further programme be developed for 2017/18.

20.

Underfleet Cycle works

Presentation by the Head of Planning, Transportation and Environment.

 

Electoral Division:  Seaton Coastal

 

Minutes:

In accordance with Standing Order 23(2) Councillor Knight had asked that the Committee consider concerns regarding the Underfleet cycle track in Seaton and complaints received from residents about the resulting risks to oncoming traffic. 

 

The Neighbourhood Highways Manager advised that the situation related to the bus shelter being relocated; however the bus stop remained in the same location.  As a result, bus drivers were stopping at the shelter rather than the bus stop for the convenience of passengers, which was causing an obstruction to oncoming traffic.  A post construction safety audit was due to take place.

 

It was MOVED by Councillor Knight, SECONDED by Councillor S Hughes and

 

RESOLVED that Members conduct a site inspection at the Underfleet Cycle Track in Seaton.

A3052 near Farringdon

Electoral Division:  Broadclyst & Whimple

 

Minutes:

In accordance with Standing Order 23(2) Councillor Bowden had asked that the Committee consider concerns regarding speed limit restrictions by the Cat and Fiddle on the A3052 Sidmouth Road; an area of road which had seen multiple traffic collisions.  This had been previously looked at by the Council on a number of occasions; however the speed limit had not been reduced due to a technicality on the policy.  Councillor Bowden felt that the 40mph limit from Clyst St Mary County Show Ground should be extended to the Cat and Fiddle, reducing the limit from 50mph and that the council policy regarding speed limits should be reviewed to take into account exceptions to policy.

 

It was MOVED by Councillor S Hughes, SECONDED by Councillor Bowden and

 

RESOLVED that a speed limit review of the A3052 at the Cat and Fiddle and a wider policy review be incorporated into the Council’s overall review of 20mph speed limits due to take place in 2018, following government feedback and advice on policy.
