Matter of Urgency: Parking of Motorhomes/Campervans on Exmouth Esplanade

Items which in the opinion of the Chair should be considered at the meeting as a matter of urgency.

Minutes:

(An item taken under Section 100B(4) of the Local Government Act 1972)

                 

The Chair had decided that, at the request of Councillor Stott, the Committee should consider this item as a matter of urgency because of parking concerns raised by local residents.

 

Officers confirmed that a pay and display 3-hour parking restriction, together with appropriate signage, was in place from the lifeboat station to the docks and any illegal parking was therefore enforceable.

Head of Planning, Transportation and Environment to report.

Minutes:

The Head of Planning, Transportation and Environment gave a presentation on the trialling of the new interactive dashboard that showed the latest casualty statistics and trends for the Devon County Council area.

 

The Council’s aim was to utilise collision data to reduce casualties and increase road safety through educational programmes for e.g. young, novice and older drivers, business drivers, cyclists and motorcyclists; and to provide intelligence to help shape the safety policies of partner agencies, such as the Police, Fire Service and Safety Camera Partnership Speed Enforcement.

 

The Head of Planning, Transportation and Environment then presented data for the East Devon area for the period 2013-2017, which is appended hereto.

 

A public facing collision map could be found on the Council’s website at: https://new.devon.gov.uk/roadsandtransport/safe-travel/road-safety/collision-data/. Once the District area dashboards had been taken to all Devon District HATOCs, briefing sessions on how to use the online dashboard would be arranged.

A3052 Four Elms Hill, Newton Poppleford: Safety Review (Minute *18/30 November 2017)

Chief Officer for Highways, Infrastructure Development and Waste to give a verbal update.

Minutes:

(Councillor C Burhop on behalf of Newton Poppleford Parish Council and PC S Lee attended under the Council’s Public Participation Scheme and spoke to this item.)

 

The Chief Officer for Highways, Infrastructure Development and Waste reported on the review of the double white line system and a reduction of speed limit on Four Elms Hill, Newton Poppleford. He reported that a structural maintenance scheme would be coming forward next year for Four Elms Hill and that Jacobs would shortly be undertaking survey work at the location.

 

Speed surveys had been undertaken which showed average speeds of 27.5mph (85th percentile speed 40.5mph) and 38.3mph (85th percentile speed 45mph) up and down Four Elms Hill respectively.   Handheld speed surveys of free-flowing traffic revealed slightly higher figures.  Officers noted that these figures were already consistent with 40mph speed limits.

 

Discussion points with Members and Officers included:

 

·         concern at the time elapsed since the initial report on this matter in November 2017, following the fatality in July 2017;

·         it was noted that statistics were compiled from Police Collision data that involved injuries only;

·         the potential for Insurance companies to share data in future;

·         statistics revealed that the majority of collisions involved local people;

·         reducing the speed limit on the hill to 40mph;

·         speed surveys had been undertaken where practicable on the hill.

 

The Chief Officer for Highways, Infrastructure Development and Waste undertook to report further to the next Committee meeting in July.

Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/19/25).

 

Minutes:

The Committee noted the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/19/25) that updated Members on proposals received for delivery within the 2019/20 financial year as listed on Appendix I to the Report.

 

Proposals which did not attract objections would be implemented without the need to report further and those proposals attracting significant objections would be reported to the next Committee meeting in July.

 

It was MOVED by Councillor Hughes, SECONDED by Councillor Trail and

 

RESOLVED that work on the annual waiting restrictions programme process for 2019/20 be noted.

A376 Exmouth, Exeter Road, Toucan Pedestrian and Cycle Crossing pdf icon PDF 715 KB

Report of the Head of Planning, Transportation and Environment (PTE/19/15)

Minutes:

The Committee considered the Report of the Head of Planning, Transportation and Environment (PTE/19/15) which sought approval to construct a new signal controlled ‘Toucan’ pedestrian and cycle crossing on the A376, Exeter Road, Exmouth.  The proposed crossing would connect northern Exmouth to the Exe Estuary Trail via the National Trust, Lower Halsdon Farm public path.

 

It was MOVED by Councillor Scott, SECONDED by Councillor Trail and

 

RESOLVED that the scheme shown on plan C12021-010 included in Appendix I to the Report (PTE/19/15) for construction at an estimated cost of £97,500 be approved.

Stopping-up of Public Highway: Land at North Street, Exmouth pdf icon PDF 347 KB

Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/19/26)

Minutes:

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/19/26) proposing that an application be made to the Magistrates’ Court under Section 116 of the Highways Act 1980 for the stopping-up of part of the public highway in North Street, Exmouth as shown on the Drawing attached at Appendix I to the Report.

 

It was MOVED by Councillor Trail, SECONDED by Councillor Scott and

 

RESOLVED

 

(a)        that the extent of highway land at North Street, Exmouth, as detailed in Appendix I to Report HIW/19/26), is not needed for public use; and

 

(b)        that, subject to the Consultations detailed in paragraph 4 of the Report (HIW/19/26), the Council make an application to the Magistrates’ Court for an Order under Section 116 of the Highways Act 1980 for the stopping-up of the said highway.

Axminster Parking Permits - Widepost Lane/Alexander Road and Musbury Road

(Councillor Chubb declared a personal interest in this matter by virtue of being a resident in the area concerned.)

 

In accordance with Standing Order 23(2) Councillor Hall had asked that the

Committee consider this item.

 

Councillor Hall would liaise with Highways Officers directly regarding residents’ requests for permit parking in the Widepost Lane, Alexander Road and Musbury Road area.

Parking at Exeter Airport Business Park

(In accordance with Standing Order 23(2) Councillor Twiss has requested that the Committee consider this matter.)

In accordance with Standing Order 23(2) Councillor Twiss had asked that the Committee consider this item.

 

Members noted that Clyst Honiton Parish Council had asked that the issue of Airport parkers leaving vehicles on the surrounding roads of the Business Park, causing obstruction to businesses, be raised at the Exeter Airport Consultative Committee (EACC) who in turn suggested it be raised at the next East Devon HATOC meeting.  

 

In discussion with Members and Officers, it was acknowledged that restricting parking on the Business Park would cause displacement elsewhere and that options should be explored to encourage parking at the Airport.

 

Councillor Twiss would go back to EACC to ascertain the availability of funding to create a traffic management plan.
