Abbotsham Road closure

Items which in the opinion of the Chairman should be considered at the meeting as matters of urgency.

The Chair had decided that the Committee should consider this item as a matter of urgency due to concerns at the prolonged closure of the road, the resulting disruption, and the need for greater public engagement.

 

Officers recognised the concerns raised and would continue to work with the Utilities to minimise public disruption in the future, and stated that they were only able to work within the prescribed legislation.

 

(NB: At the end of the meeting, the Chair used his discretion to allow Mr M Rawle to speak. Representing the Abbotsham Road Closure Action Group, Mr Rawle expressed concerns about the road closures and questioned how similar situations could be prevented in the future.)

(a) that the work on the local waiting restriction programme be noted; and

Minutes:

The Committee considered the report of the Director of Climate Change, Environment and Transport (CET/25/20) on the Local Waiting Restriction Programme.

 

In September 2023, a list of requests for new or amended waiting restrictions for the area was collated by the Council.  Officers had consulted the relevant local County Councillors and Chair/Vice Chair before the proposals were advertised from 26 September until 17 October 2024.

 

A summary of the original proposals advertised were detailed in Appendix 1.

 

At the previous Committee meeting in November, 10 sites were approved to proceed as advertised. However, the site in Taddiport (ENV6142-383) was deferred to this meeting for consideration following a site visit.

 

It was MOVED by Councillor McGeough, SECONDED by Councillor Wilton-Love and

(a) that the work on the local waiting restriction programme be noted; and

A386 New Road at the entrance to Bideford near Ford Rise

(In accordance with Standing Order 23(2) Councillor Hellyer has requested that the Committee consider this matter.)

 

 

Minutes:

In accordance with Standing Order 23(2) Councillor Hellyer had asked that the Committee consider the timescale for the resurfacing of this road.

 

Officers clarified that resurfacing and drainage works were scheduled for August/September this year. They also mentioned they would investigate the reported failure of the temporary surface repair.

Clovelly Road at junction with Meddon Street and Old Town

Officers confirmed that works were currently scheduled for August during the school holidays.

Blip lines in Westward Ho!

(In accordance with Standing Order 23(2) Councillor McGeough has requested that the Committee consider this matter.)

 

Director of Climate Change, Environment and Transport to give a verbal update.

 

Minutes:

In accordance with Standing Order 23(2) Councillor McGeough had asked that the Committee urgently consider the installation of blip lines in Westward Ho! due to safety concerns.

 

Officers confirmed that the no loading blip lines were included in the tranche 2 works programme and assured Members that they would be notified as soon as a date was set for advertising of the proposal, acknowledging its seriousness.

Bus Users and Stakeholders (BUS) Forum

The Committee’s representative on the BUS Forum reported that Government funding for improvement to Barnstaple bus station had not been approved; and reminded Members to contact her with any feedback for the Forum.

The next meeting is scheduled for 30 June 2025 with a preference for it to be held at Torrington Town Hall.
