Petitions/Parking Policy Reviews

[An item to be taken under s18 of the Traffic Management Act 2004 relating to any reviews of parking policy sought in line with the Council’s Petition Scheme.]

 

 

Minutes:

There was no petition received at the meeting. 

 

It was noted that a petition had been received from residents from Appledore and to be discussed later at item 5 on the agenda.

Proposed New Zebra Crossing on A386 Appledore, Northam pdf icon PDF 2 MB

Report of the Director of Climate Change, Environment and Transport (CET/23/74)

 

Minutes:

The Committee received the report of the Director of Climate Change Environment and Transport CET/23/74 on the proposed new zebra crossing on A386 Appledore, Northam.

 

It was noted that the County Council sought to develop walking, wheeling and cycling schemes across the county to help people travel more actively and help to reduce carbon emissions and to create safer routes.  The crossing of the A386 in Appledore had been requested but due to the lack of funding available had not progressed.  The crossing is part funded from a housing development scheme on Wooda Road. 

 

It was also noted that a consultation exercise was undertaken and received 175 completed questionnaires, 101 online and 74 emailed. Comments raised through the consultation including concern expressed about the location of the proposed crossing with the contrary view that the proposal improved safety within the locality. 

 

Councillor Hames put forward the following comments on behalf of residents: 

·       When travelling down hill, drivers could have to brake more severely

·       Parked cars on the hill would cause traffic issues

·       Bright sunlight could obscure vision on crossing

·       Those vehicles idling at crossing could cause more pollution

During general discussion, Members referred to the following:

·       Current 20mph speed limit, were not enforceable by Police

·       Safety of children crossing is paramount and proposal will improve road safety

·       Parking remains available for the school in the close vicinity

·       Disappointment that crossing is not a ‘Pelican crossing’

 

It was MOVED by Councillor Linda Hellyer, SECONDED by Councillor Jeffrey Wilton-Love and RESOLVED that

 

1.    The proposed zebra crossing on A386 Appledore, Northam shown on drawing 21721-03 in Appendix 1 is approved for construction at an estimated cost of up to £129,170;

2.    Relevant traffic regulation orders to amend restrictions in relation to the scheme are advertised, and made and sealed if no objections;

3.    The Director of Climate Change, Environment and Transport b given delegated powers in consultation with the Chair of HATOC and the Local Member, to make minor amendments to the scheme details.

Bus Users and Stakeholders (BUS) Forum

Update from the Committee’s representative.

Minutes:

The Vice Chair reported attendance at the Bus Users and Stakeholders Forum on 5 July 2023.  The following points were raised at the Forum:

·       Passenger numbers have reduced

·       Some bus timetables are not aligned with train connections

·       £2 fixed fares will continue

·       Timetables are available in libraries
