Matter of Urgency: Signage Hartland Parish Council

Items which in the opinion of the Chairman should be considered at the meeting as matters of urgency.

The Chair had decided that the Committee should consider, as a matter of urgency, the Parish Council’s concerns about a Brown Tourist Sign which had been removed by the County Council as it had been damaged and did not conform with current regulations. It was planned to be replaced with a new sign at a cost of £4000 and sponsorship was being sought. The Neighbourhood Highways Manager undertook to investigate whether the sign could be repaired, adapted and reinstated at a lower cost.

Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/18/29) attached

Minutes:

(Councillor K Davis (Northam Town Council) attended and spoke to this item at the invitation of the Committee)

 

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/18/29) on various requests from Northam Town Council which had been raised at the last meeting on 10 October 2017 and the Report gave detailed officer responses to each issue listed.

 

Members noted that any local highways issues identified by District Members should be referred initially to the local County Councillor for attention. The local Neighbourhood Highways team would also inform the local County Councillor of matters raised directly with them when appropriate. 

 

It was MOVED by Councillor T Inch, SECONDED by Councillor L Hellyer and

 

RESOLVED that the officer responses and recommendations given in section 2 of Report HIW/18/29 in respect of each of the issues raised, be agreed.

Unloading/Loading proposals for Jubilee Square, Bideford; and Various access to Mill Street, Bideford being changed

consider these matters.

 

The Neighbourhood Highways Group Manager reported on the difficulties in accommodating a safe loading bay in the location, the availability of others in the vicinity and local carparking options available.

 

Members discussed on various options for pedestrianisation of the area and local parking for residents.

 

Members noted that regarding using Cooper Street to access Mill Street, the Traffic Order in was in force was now being effectively enforced with an additional bollard to prevent vehicle access.

 

Proposals for additional zonal pedestrianisation in the area would be presented to a future meeting.

 

It was MOVED by Councillor T Inch, SECONDED by Councillor L Hellyer and

 

RESOLVED that no action be taken regarding a proposal for a loading bay in Jubilee Square, Bideford.

Obstructive Parking: Park Close, Holsworthy

The Neighbourhood Highways Group Manager reported that proposals for waiting restrictions  would be included in the Committee’s annual review of Traffic Orders at the next meeting.

Petitions/Parking Policy Reviews

[An item to be taken under s18 of the Traffic Management Act 2004 relating to any reviews of parking policy sought in line with the Council’s Petition Scheme (https://new.devon.gov.uk/democracy/guide/constitutionparts2-4/part-4-section-7-petition-scheme/).
