3.

Matter of Urgency: Additional Allocation from Government for Minor Road Maintenance

Items which in the opinion of the Chairman should be considered at the meeting as matters of urgency.

The Chairman had decided that the Committee should, at the request of Councillor Brenton, consider this matter as a matter of urgency in order to apprise members of recent additional district area allocations for road pothole repairs and maintenance. 

 

The Committee noted that of an additional £2m awarded by Government (Department of Transport) for Devon the Cabinet had allocated £300,000 for the Torridge District and the Neighbourhood Highway Manager undertook to circulate further details of the allocation to Members of the Committee.

Proposals for the delivery of an Annual Waiting Restrictions Programme pdf icon PDF 103 KB

Report of the Head of Highways, Capital Development and Waste (HCW/16/40) on requests for waiting restrictions to be introduced or amended, attached.

Minutes:

The Committee considered the report of the Head of Highways, Capital Development Waste (HCW/16/40) setting out proposals for the delivery of an annual local Waiting Restrictions Programme. 

 

A managed process had now been developed whereby existing requests from Local Members and local communities had been collated and a prioritisation tool developed. In this instance proposals had been drawn up by Officers in light of issues which had been identified by Civil Enforcement Officers.

 

Members could submit further outstanding proposals for review under the scheme in addition to the current priority list.  Members also noted the need for liaison and feedback from local parish and town councils for inclusion within the programme, subject to resources.

 

It was MOVED by Councillor Julian,   SECONDED by Councillor Eastman and

 

RESOLVED

 

(a) that work to date on the annual waiting restrictions programme and the prioritisation process applied be noted;

 

(b) that waiting restriction schemes be progressed through advertising and sealing of subsequent Orders in priority order as presented in Appendix 1 to the Report of the Head of Highways, Capital Development and Waste (HCW/16/40), subject to any further requests from Members of this Committee and to funding being agreed;

 

(c) that the detail of individual schemes be developed with the relevant local County Councillors prior to advertising.

6.

Request for a Formal Pedestrian Crossing on the A386, Northam pdf icon PDF 1 MB

In accordance with Standing Order 23(2) Councillor Eastman has requested that the Committee consider this matter.

Minutes:

In accordance with Standing Order 23(2) Councillor Eastman had requested that the Committee consider this matter in light of concerns expressed locally.

 

The Committee considered the report of the Head of Highways, Capital Development and Waste (HCW/16/42) into the establishment of a formal Pedestrian Crossing at a location on the A386 signified by a cross on the location map contained within Appendix A to report HCW/16/42. 

 

The local County Councillor circulated a letter from the Executive Head Teacher of two local schools proposing an alternative location which he now supported, for the pedestrian crossing some 70 metres further north towards the centre of Northam and opposite the public swimming pool although this might necessitate the removal of a bus stop lay-by at this location.  

 

It was MOVED by Councillor Eastman, SECONDED by Councillor Brenton and

 

RESOLVED

 

(a) that officers conduct a full survey assessment of a pedestrian crossing point and corresponding road safety audit near to the swimming pool to determine the design and delivery of the type of crossing required together with all associated costs;

 

(b) that officers negotiate to secure funding from local development, as appropriate, to deliver the pedestrian crossing.

7.

A39 - Condition of the Road and Signage Issues

In accordance with Standing Order 23(2) Councillor Julian has requested that the Committee consider this matter.

Minutes:

In accordance with Standing Order 23(2) Councillor Julian had requested that the Committee consider this matter in light of concerns expressed locally.

 

The Head of Highways, Capital Development & Waste reported that monthly inspections were carried out in respect of the condition of the road and any safety issues (in accordance with the Safety Manual) would be addressed. In terms of the road signage current policy allowed for the replacement and repair of mandatory signs only (both warning and speed limits) however the missing ‘Welcome to Devon’ sign at the County Boundary approaching from the direction of Bude would be replaced from within the Traffic Management budget in the near future.

 

The Neighbourhood Highway Manager reported that road carriage repairs, which would require a temporary road closure, could be carried out later this year subject to funding availability or early next year and that localised patching repairs at Fairy Cross were to be programmed for this financial year.

8.

Mill Street, Bideford: Road Drainage

In accordance with Standing Order 23(2) Councillor Julian has requested that the Committee consider this matter.

In accordance with Standing Order 23(2) Councillor Julian had requested that the Committee consider this matter in light of concerns expressed locally.

 

The Neighbourhood Highway Officer (Torrington) reported on design options (including surface drainage) being developed with the Town Centre Partnership which would be subject to public consultation and with the Town Council.

 

At the request of local members the Neighbourhood Highway Officer (Torrington) undertook to review traffic movements (including HGVs) as a result of difficulties around the Pannier Market, including by the New Inn.

9.

Petitions/Parking Policy Reviews

[An item to be taken under s18 of the Traffic Management Act 2004 relating to any reviews of parking policy sought in line with the Council’s Petition Scheme (https://new.devon.gov.uk/democracy/guide/constitutionparts2-4/part-4-section-7-petition-scheme/).
