Matter of Urgency: North Devon Link Road Improvements

Items which in the opinion of the Chairman should be considered at the meeting as matters of urgency.

(An item taken under Section 100B (4) of the Local Government Act 1972)

 

The Chair had decided that the Committee should consider this item as a matter of urgency in view of the need for clarification and local members’ concerns about details of aspects of the proposed improvements following the grant of planning permission by the County Council’s Development Management Committee.

 

The Chair reported that an update and details of the proposals would be presented to the next meeting by the Head of Planning, Transportation and Environment.

 

Members referred to the need for clarification regarding the detail of proposals generally and notably at (a) the Landkey pedestrian link to Westacott (and developer proposals); (b) Bishops Tawton (proposed underpass); and (c) arrangements at Borners Bridge. Pedestrian crossing safety at Brynsworthy Lane on the A39 at Roundswell, was also raised by members.

 

The Chair agreed that local Members would meet with the Cabinet Member for Infrastructure Development and Waste and the Head of Planning, Transportation and Environment for an update on the current position in relation to the North Devon Link Road improvements.  Brynsworthy Lane did not form part of the current North Devon Link Road project, however a separate update on current proposals for this location would be provided to local members.

Road Safety

Head of Planning, Transportation and Environment to report.

Minutes:

The Committee received a presentation from the Head of Planning, Transportation and Environment covering a Road Safety Status Update 2019 for the period 2013-2017. A new detailed ‘dash board’ was being developed (which would include detail to divisional/ward levels) and would be made available to all Members as well as other statutory agencies and partners. This would assist with future priorities, planning and policy across the partner bodies (data for North Devon attached).

 

In addition more detail would be added to the information currently available on the Council’s website at  https://new.devon.gov.uk/roadsandtransport/safe-travel/road-safety/collision-data/

 

Members commended the availability of sophisticated and detailed data/information to assist the County Council and partners across Devon to inform policy objectives, priorities and local action programmes and plans.

Reference to Cabinet - On-street Parking Restrictions in South Molton

At the Cabinet meeting on 12 December 2018 (Minute 271), it was RESOLVED that the North Devon HATOC, consider the holistic parking review of South Molton, as their priority for the HATOC waiting restrictions programme for 2019/2020, unless it is likely to be largely self-financing, in which case additional resources will be found and funded through the on-street parking account.

The Committee considered the reference back from the Cabinet meeting on 12 December 2018 (Minute 271) ‘that the North Devon HATOC consider the holistic parking review of South Molton, as their priority for the HATOC waiting restrictions programme for 2019/2020, unless it is likely to be largely self-financing, in which case additional resources will be found and funded through the on-street parking account’.

 

It was MOVED by Councillor Yablsley, SECONDED Councillor Chugg and

 

RESOLVED that a holistic parking review of South Molton be pursued in the event that it is largely self-financing but that individual proposals relating to South Molton be considered as part of the Annual Local Waiting Restriction Programme.

Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/19/27), attached.

Minutes:

The Committee received the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/19/10) on the annual waiting restrictions programme process for 2019/2020 and an update on progress with the 4th year of this countywide project.   

 

To ensure that proposals could be delivered within the 2019/20 financial year, a closing date of 18 January 2019 for submission of proposals had been agreed with the Cabinet Member for Highway Management.  The Proposals received were listed in Appendix I to the Report.

 

Individual Members would be contacted over the coming weeks regarding proposals within their divisions and it was also intended to gauge the support of Parish and Town Councils prior to advertising.

 

The Committee noted that following advertisement:

 

•  proposals which did not attract objections would be implemented without the need to report back to Committee; and

•  proposals attracting significant objections would be reported to the next Committee meeting on 31 October 2019.

 

Upon requests from Members, Officers agreed to review the list and details relating to (a) a request thought to have had been submitted but was not included in the programme relating to Bickington (Mead Park area); and (b) the need for a wider review in East Street, South Molton.

 

Officers also agreed that a proposal to change Taxi Rank arrangements in Ilfracombe could be added to next year’s programme if North Devon District Council was supportive of changes; and re-designation of Bus/Coach parking in Ropery Road, Ilfracombe could also be added to next year’s programme unless other funding was made available.

Reference to Cabinet - Speed Limits Mondeo Way, Barnstaple and Hamlet of Eastleigh and Holmacott and Newton Tracey

At the Cabinet meeting on 12 December 2018 (Minute 272), it was RESOLVED that Cabinet notes the views of the North Devon HATOC, with regard to their concerns on speed limits and refers the matter to the Corporate, Infrastructure and Regulatory Services Scrutiny Committee Task Group looking at speed limits for their consideration.

The Committee noted that at the Cabinet meeting on 12 December 2018 (Minute 272), it had been resolved ‘that Cabinet notes the views of the North Devon HATOC, with regard to their concerns on speed limits and refers the matter to the Corporate, Infrastructure and Regulatory Services Scrutiny Committee Task Group looking at speed limits for their consideration’.

Speed Limits: Fremington

(a)   Alteration to Speed Limit Request, Fremington

The Parish Council was approached by a resident to consider supporting a request to alter the speed limit or introduce a zone of 20mph for the length of the road leading to the Byway and Fremington Quay from its junction with the B3233.  The Fremington Quay Management Committee has agreed to support the request and has instructed Councillor Biederman to write to both Devon County Council and the Police to request that the implementation of a 20mph limit/zone is investigated.

 

(b)   Old School Lane, Fremington

Conditional planning permission and S106 money for advertising and lowering the speed limits in the road.

In accordance with Standing Order 23(2) Councillor Biederman had asked that the Committee consider the following requests:

 

(a) Byway and Fremington Quay

 

The Committee considered a request from a local resident supported by the Parish Council and the Fremington Quay Management Committee for a revised speed limit or introduction of a zone of 20mph for the length of the road leading to the Byway and Fremington Quay from its junction with the B3233. 

 

Officers reported that the proposal did not meet current County Council policy but would be reviewed following the outcome of the Traffic Speeds Task Group reporting to the Corporate, Infrastructure and Regulatory Services Scrutiny Committee and in light of any recommendations agreed by the Cabinet.

 

(b) Old School Lane, Fremington

 

The Committee considered a request from Councillor Biederman for lowering the speed limits in Old School Lane funded by S106 money arising from local planning permissions.

 

It was noted that once the s106 agreement was finalised the matter would be assessed in the context of current policy and could be reviewed following the outcome of the Traffic Speeds Task Group reporting to the Corporate, Infrastructure and Regulatory Services Scrutiny Committee and in light of any recommendations agreed by the Cabinet.
