Police Issues Inspector Andy Wills from Devon and Cornwall Police will attend.
Minutes: Inspector Wills (Sector Inspector, Barnstaple), attended the meeting and the following points were noted:
· The Police regularly attend Parish Council meetings and the Councillor advocacy scheme is welcomed (information relating to the scheme to be recirculated to members) Statistics are not automatically reported but can be found on the Devon and Cornwall website. · Various issues relating to vehicle speed were noted and enforcement action required where appropriate was welcomed · Increased advertisement of current vehicle diversions relating to the link road works would have been helpful · e-scooters with an auxiliary electric motor are classified under the group ‘with electric motor for propulsion’. They are equipped with GPS and are hired through an ‘app’. Driving licence details and registration with the Driver & Vehicle Licensing Agency (DVLA) are required before use. Anyone not using the scooter appropriately could have their account deactivated. Users are subject to the same legal requirements as any road user.

Tarka Trail - Willingcott to Knowle - Nethercott Road (phase 5) and Phased Strategy PDF 4 MB Report of the Director of Climate Change, Environment and Transport (CET/23/76)
Electoral Division: Braunton Rural Minutes: The Committee received the report of the Director of Climate Change Environment and Transport CET/23/76 on the Tarka Trail – Willingcott to Knowle – Nethercott Road (phase 5) and Phased Strategy.
It was noted that the Parish Councils welcomed and supported the recommendations.
It was RESOLVED that:
(a) the committee notes the proposed strategy for delivery of the Tarka Trail route between Willingcott and Knowle; and
(b) approval is given for construction of the Nethercott Road section of the Tarka Trail between Willingcott and Knowle as shown in Appendix 1 to the report at an estimated cost of £200,000; and
(c) the Director of Climate Change, Environment and Transport be given delegated powers, in consultation with the Chair of HATOC and the local member, to make minor amendments to the scheme details.

Bus Users and Stakeholders (BUS) Forum Update from Committee representative Minutes: The Committee noted the following points reported by the Committee’s representative at Forum meetings: · The maximum £2 fare scheme would continue until December 2024. · Improvement made to alignment to train connections · Recruitment campaign of new bus drivers underway · Some increase in usage of services
