Minutes:

(Councillor Davis declared a personal interest by virtue of her children formerly attending Our Lady’s RC Primary School, Barnstaple)

 

(Mrs Seaber, Mr Ross and Mrs Isaac attended under the Council’s Public Participation Scheme and spoke in support of the proposal and Mr Bennett and other representatives of residents of Chanters Hill and The Head teacher (Our Lady’s RC Primary School, Barnstaple) and the Chairman of Governors and a Governor from the Primary School attended and spoke at the invitation of the Committee in respect of the proposals for Chanters Hill)

 

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/16/20) seeking approval to make an Order for residents parking and waiting restrictions in Chanters Hill, Barnstaple after the end of the consultation period and following recent discussions with local residents and Our Lady’s RC Primary School.  The Committee noted the majority of the residents’ supported a scheme (as detailed in the report to 24 November meeting) and the concerns of the School. The Report also outlined revised proposals to help mitigate objections.

 

It was MOVED by Councillor Mathews and SECONDED by Councillor Greenslade and

 

RESOLVED

 

(a) that the results of the discussions with both Our Lady’s Catholic Primary School and local residents be noted;

 

(b) that the proposals for implementation of a Residents’ Parking Scheme and associated restrictions in the Chanters Hill area be implemented as advertised subject to, a departure from policy, to offer up to 10 Business Permits to Our Lady’s RC Primary School, Barnstaple for Year 1 reducing to 5 permits in Year 2 and then normalising to the standard allocation of 3 permits in Year 3;

 

(c) that the Cabinet be requested to review the Policy of providing a maximum of 3 Business Permits per year to allow more flexibility in exceptional circumstances.

Cedars Roundabout, Barnstaple

Head of Planning, Transportation and Environment to report 

Minutes:

The Head of Planning, Transportation and Environment reported on the developing future options for the Cedars Roundabout, in consultation with local councillors, to improve traffic flow and reduce congestion in the area. The Head of Service also reported on the developing wider Bideford and Barnstaple Transport Strategy, as part of the joint Local Plan process for the areas.

 

It was MOVED by Councillor Biederman and SECONDED by Councillor Mathews and

 

RESOLVED that separate update reports be presented on the Cedars Roundabout improvement options and on the Bideford and Barnstaple Transport Strategy to the next meeting on 31 March 2016.
