Report of the Director of Climate Change, Environment and Transport (CET/22/1), attached

 

Decision:

RESOLVED

 

(a) that the making and sealing of the Traffic Regulation Orders restricting vehicular traffic to one-way westbound and introducing a restricted parking zone on Magdalen Road, as shown in Appendix 1 of the Report be approved;

 

(b) that the implementation of an Experimental Traffic Regulation Order to extend the one-way restriction to the junction of Magdalen Road and Fairpark Road be approved; and

 

(c) that delegated powers be given to the Director of Climate Change, Environment and Transport in consultation with the Chair of this Committee and local member, to make minor variations to the scheme as it relates to recommendation (b).

 

Minutes:

The Committee considered the Report of the Director of Climate Change, Environment and Transport (CET/22/1) on a proposal to make and seal a  Traffic Regulation Orders for a permanent scheme.  Construction of the scheme would be subject to scheme and cost approval at the next meeting of Council’s Cabinet.

 

Approval was also sought to implement an Experimental Traffic Order to trial an extension of the one-way restriction to the junction of Magdalen Road and Fairpark Road.  This trial, designed to mitigate the impacts of displaced traffic on Denmark Road, would be implemented following the construction of the permanent scheme for Magdalen Road.

 

Members’ discussion with Officers and observation points included:

 

·         the location of the loading bays agreed in consultation with local traders and which had been included in the consultation;

·         signage and traffic lights phasing to mitigate any safety implications for  cyclists using the contra flow lane;

·         the intention to implement the experimental order as quickly as practicable following construction of the permanent scheme;

·         the continued monitoring of the scheme and review following implementation, including impact on neighbouring roads;

·         the precise location of trees and planters would be subject to further detailed design consideration with reference to Safety Audits; and

·         the need to prioritise proposals for ‘low traffic neighbourhood’ schemes for which Whipton/Heavitree was being considered, which would also include implications of displaced traffic.

 

It was MOVED by Councillor D Barnes and SECONDED by Councillor Y Atkinson and

Decision:

RESOLVED

 

(a) that the construction of a permanent closure on Chard Road at an estimated cost of up to £25,000 be approved;

 

(b) that consultation on the proposed modification to relocate the restrictions approximately 20 metres east of the existing temporary closure be approved;

 

(c) that the decision of the final location of the restrictions, and the making and sealing of the associated traffic regulation orders, be delegated to the Director of Climate Change, Environment and Transport in consultation with the Chair of this Committee and local County Councillor; and

 

(d) that authority be delegated to the Director of Climate Change, Environment and Transport in consultation with the Chair of this Committee and local County Councillor, to make minor variations to the scheme as required.

Minutes:

The Committee considered the Report of the Director of Climate Change, Environment and Transport (CET/22/2) on a proposed closure on Chard Road, in addition to ‘no waiting at any time’ restrictions to prohibit parking immediately adjacent to the closure (see Plan in Appendix 1).  This formed part of the E3 strategic cycle corridor that connected Redhayes Bridge, Whipton, Heavitree and the City Centre.

 

The scheme would complement recent improvements elsewhere on the E3 route, including a point closure on Homefield Road, contraflow cycling on Park Place and a pedestrian/cycle crossing on Hill Barton Road.  The E3 route also connected to the North-South cycle route towards Polsloe Bridge in the north and Marsh Barton in the south, as shown on the map in the Report.

 

Member discussion points with Officers and observations included:

 

·         a proposed minor modification to the Scheme which would be subject to further local consultation with affected residents;

·         the result of the consultation exercise with a majority in support of the Scheme and noting the concerns from residents in Nicholas Road/ Lymeborne Avenue;

·         the reasons behind the anticipated rise in costs; and

·         the need to monitor and review the traffic/cycle and public health impact of the scheme, including on neighbouring roads.
