The Committee considered the Report of the Director of Climate Change, Environment and Transport (CET/25/41) on submissions in response to the statutory consultation on the restrictions proposed in the Exeter area, as part of the local waiting restriction programme.

 

In October 2022, a list of requests for new or amended waiting restrictions for the area had been collated and the relevant local County Councillors and Chair/Vice Chair consulted before advertisement from 12 December 2024 until 9 January 2025.

 

A summary of the proposals advertised were outlined in Appendix 1 (with associated plans) and a summary of submissions and officer comments and recommendations were detailed in Appendix 2 of the Report.

 

Members commented on the proposals in their respective divisions.

 

It was MOVED by Councillor Whitton, SECONDED by Councillor Atkinson and

 

RESOLVED

(a)  that work on the local waiting restriction programme be noted; and

 

(b)  that the recommendations contained in Appendix 2 to the Report be approved subject to the following changes:

 

i)               ENV6137-285A Saxon Road area, Exeter: a decision on the proposals be delegated to the Director of Climate Change, Environment and Transport in consultation with the HATOC Chair and local County Councillor

ii)              ENV6137-285B Saxon Road area, Exeter: site visit to be undertaken with the Chair and Vice Chair and authority be delegated to the Director of Climate Change, Environment and Transport in consultation with the HATOC Chair.

iii)            ENV6137-285C Saxon Road area, Exeter: a decision on the proposals be delegated to the Director of Climate Change, Environment and Transport in consultation with the HATOC Chair and local County Councillor

iv)            ENV6137-303 Wrefords Lane, Exeter: ENV6137-242 Quarry Lane, Exeter to implement the proposals as advertised

v)             ENV 6137-471 Stoke Hill, Exeter: a decision on the proposals be delegated to the Director of Climate Change, Environment and Transport in consultation with the HATOC Chair and local County Councillor

vi)            ENV6137-263 Exwick Hill, Exeter: site visit to be undertaken with the Chair and local County Councillor and authority be delegated to the Director of Climate Change, Environment and Transport in consultation with the HATOC Chair

Bus Users and Stakeholders (BUS) Forum

Verbal update of the Committee’s BUS Forum representative.  A summary of each Forum is available at Devon BUS Forum - Travel Devon

 

Minutes:

The Chair, as the Committee’s representative on the BUS Forum, reported that the Forum last met on the 3 March 2025.  The Committee received the update that the Devon and Torbay Combined County Authority will fulfil its statutory obligation as the Local Transport Authority  responsible for transport planning and public transport.  Any decisions of the method of operation including franchising would be the decision of the Combined County Authority.

Stagecoach SW received 20 electric vehicles within the last 12 months  and a further number of electric vehicles due to be delivered in the next six months  will all have working next stop audio/visual announcements fitted.

During general discussion, Members expressed their concern about reliability of the bus app.

The Committee requested that a Committee Member of the Exeter HATOC continue to have a voice on the Devon Bus Users and Stakeholders Forum.
