Bus Services in Exeter

Bus and Coach Operator to update on service developments and answer Members’ questions.

Minutes:

In the absence  of a representative from Stagecoach (for which apologies had been received) Members referred to the following which wold be relayed to the Company for a response:

 

      the apparent level of low occupancy on services on Topsham Road;

      the level of continued financial Government support for Stagecoach as a result of COVID-19 and impact on services; and

      the extent and number E-Vehicle Buses currently and programmed within the City.

Exeter Residents Parking - Results of Consultation pdf icon PDF 3 MB

Minutes:

(Councillor P Holland (Exeter City Council) attended in accordance with Standing Order 25 and spoke to this item in support of the proposals relating to Woodwater Lane and the Heraldry Way area)

 

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/21/2) on the results of a public consultation on the possible introduction of a residents’ parking scheme in eight areas of the city.

 

The Report detailed the results of informal consultations and responses submitted and made recommendations on the next steps.

 

Members referred the future programme, noting that a report on priorities would be submitted to the January 2022 Committee. The local Member for Exwick and St Thomas also referred to the need to include longstanding  issues relating to the Exwick Villas/Exeter College Sports hub area within the proposals and the future proposed programme.

 

The Officers undertook also to review the list of priorities and consider   proposals relating to the Cotfield Street area and Sweetbriar for example which could be progressed before January 2022, subject to available resources.  

 

It was MOVED by Councillor Y Atkinson, SECONDED by Councillor A Leadbetter and

 

RESOLVED

 

(a) that the results of the consultations be noted;

 

(b) that the advertising of a Traffic Regulation Order to introduce residents parking restrictions in the Wardrew Road, Barton Road and Queens Road areas, including Edwin Road be approved;

 

(c) that the Chief Officer for Highways, Infrastructure Development and Waste be given delegated powers, in consultation with the Chair/Vice Chair and the local County Councillors, to agree the scheme details prior to the statutory consultation; and

 

(d) that a Report be brought to this Committee in January 2022 to prioritise the remaining schemes.

Wonford Road Exeter: E9 Strategic Cycle Route pdf icon PDF 701 KB

Report of the Head of Planning, Transportation and Environment (PTE/21/2), attached.

Minutes:

(Matthew Macan, Mark Farries, Anna Haw and Chris Haw and attended under the Council’s Public Participation and spoke to this item referring to local objectors and concerns about the data used and requesting deferral and amendment of the proposals).

 

The Committee considered the Report of the Head of Planning, Transportation and Environment (PTE/21/2) on the E9 strategic Cycle Route and a proposal to make permanent a restriction for no entry except buses and cycles on Wonford Road, (as illustrated in Appendix I of the Report). The Strategic Route connected the Newcourt/Pynes Hill area to the RD&E Hospital and the City Centre which was part of Exeter’s Strategic Cycle Network.

 

Members referred the enforcement issues (including use of bollards or barriers to allow resident access only, cameras etc) relating to revised proposals as suggested by the speakers, the legal and safety implications, the voracity of data, and displacement of traffic. The matters raised were addressed by the Officers who also referred to the objectives in increasing cycle and public transport use.

 

It was MOVED by Councillor C Whitton and SECONDED by Councillor T Wardle and 

 

RESOLVED that consideration of a Traffic Regulation Order to prohibit all vehicles except buses in the Wonford Road area be deferred to the next meeting for determination pending: further investigation by Officers of the enforcement issues to include possible bollard/barrier arraignment; camera surveillance; extent of any proposed prohibition; and analysis of data and views of the Devon and Cornwall Constabulary and local Member.
