Road Casualty Data Dashboard Demo

Minutes:

The Committee received a presentation by the Director of Climate Change, Environment and Transport on a website dashboard which provided detailed information on road casualty data in Devon at Devon-wide, District/Parish/Town Council and electoral division levels.

 

The Committee were shown how to use the Councillor dashboard and the wide range of different detailed information and data available to them about collisions on public roads.

 

Members were informed of a video guide which they could watch to show them how to use the site and the link to the public webpages:https://www.devon.gov.uk/roadsandtransport/safe-travel/road-safety/collision-data/

 

Members’ questions and discussion points with the Officers included:

·       The data captured on the site was a five year rolling period containing the previous annual published data available.

·       Collision data was collected from the Police and error checked by road safety officers.

·       Information on the dashboard summarised various factors such as distances from home for injury collisions and the reasons or contributory factors for the incidents such as human errors, problems with the road or vehicle defects.  Where road defects were the contributory factor this was reported to the County Council’s Highways Service.

·       The data showed trends of collisions highlighted with flags of any significant changes

·       Road features including bends or road condition were identified under the road environment contributory factors

·       Road environment was not normally a major factor in most collisions within Devon.

·       More work was underway to enable the dashboards to be interrogated for contributing factors so that there could be more cross referencing  e.g. pedestrians involved.

·       Members were informed they were able to give detailed information from the dashboard at Parish or Town Council meetings but were asked not to provide hard or electronic copies of this.

·       Fully autonomous cars are unlikely to be a used on rural roads.

The Committee considered the Report of the Director of Climate Change, Environment and Transport (CET/22/74) on the Local Waiting Restriction Programme.

 

A summary of the proposals advertised could be found at Appendix I with associated plans attached. Objections to the proposals advertised and the Council’s response could be found at Appendix 2.

 

Proposals which did not attract objections would be implemented without the need to report back to the Committee

 

Councillor Chesterton declared that he was unable to participate in the vote or debate regarding plan reference ENV5935-11 (Castle Street, Bampton) due to a pre-determination statement prior to the meeting.

 

He reported that residents did not support a no waiting proposal on the south side at the junction with Castle Street, Bampton.  It was noted that following consultation with residents the proposal would not be taken forward and would be removed from the Restriction Programme.

 

It was MOVED by Councillor Slade, SECONDED by Councillor Squires and RESOLVED that:

 

a)    that work on the local waiting restriction programme be noted; and

 

b)    that the recommendations contained in Appendix II to the Report HIW/21/15 be agreed and the proposals implemented where relevant, subject to:

 

      i.         ENV5935-01 West End Road, Bradninch, ENV5935-02 Millway, Bradninch, ENV5935-03 Kensham Avenue, Bradninch, ENV5935-04 Cullompton Hill, Bradninch, ENV5935-05 Hen Street, Bradninch, ENV5935-06 Saunders Way, Cullompton, ENV5935-07 Crow Green, Cullompton and ENV5935-08 Pound Square, Cullompton thata decision onthe proposalsbe delegated to theDirector of Climate Change, Environment and Transport in consultation with the Vice Chair and local member

Minutes:

The Committee heard that there was evidence of people using the grass verge on the southern side desire line in order to access the town centre.  The surfaced footway was proposed between Swallow Way and Tiverton Road as a continuous route to the town centre. In order to allow for the 1.8m carriageway width, a telegraph pole would need to be re-sited as indicated on the map.

 

It was MOVED by Councillor Slade, SECONDED by Councillor Chesterton and

 

RESOLVED

 

a)      that the proposed footway along Tiverton Road as shown in Appendix (plan number C20014/2) to be constructed for a total cost estimate of £125,500 be approved; and

 

b)      that the Director of Climate Change, Environment and Transport be given delegated powers, in consultation with the Vice Chair of HATOC and the local member, to make minor amendments to the scheme details.

Speed limits on the A377

·       that speed limits be reviewed and a buffer 50mph to 30mph be considered along the A377.

·       Councillor Barnell referred in particular to the hamlet of Smallbrook. He requested that Highways Officers make a site visit to investigatehighway signage.

RESOLVED that the SCARF process be utilised to consider the road safety surrounding the hamlet of Smallbrook, particularly with reference to access to the nearby bus stop, pavements and road signage
