Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/20/21), attached.

(Councillor Colthorpe declared a personal interest in this item by virtue of being a Member of the British Horse Society.)

 

The Committee considered the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/20/21) relating to a proposed application to the Magistrates’ Court under Section 116 of the Highways Act 1980 for the stopping-up and diversion of part of the public highway adjacent to Holwell Farm, Bampton, as shown in red and green respectively in Appendix I to the Report.

 

It was MOVED by Councillor Colthorpe, SECONDED by Councillor Berry and

 

RESOLVED

 

(a)   that the extent of highway land adjacent to Holwell Farm, Bampton, as shown in red on Appendix I to the Report (HIW/20/21), is not needed for public use; and

 

(b)   that, subject to the consultations referred to in paragraph 4 of the Report, the Council makes an application to the Magistrates’ Court for an Order under Section 116 of the Highways Act 1980 that the said highway land be diverted.

Traffic calming requirements in Halberton

Chief Officer for Highways, Infrastructure Development and Waste to give a verbal update.

(In accordance with Standing Order 23(1) Councillor Hughes had requested that the Committee consider this item.)

 

(Councillor Slade declared a personal interest in this item by virtue of being a Governor of Halberton Primary School and Councillor Radford declared a personal interest in this item by virtue of being a resident of Halberton.)

 

Councillor Slade reported on the safety concerns of Halberton residents due to the speed of traffic passing through the village despite the existing traffic calming and 20mph speed limit in place.  This had been exacerbated recently by the closure of the A361 in both directions resulting in large vehicles diverting through the narrow village road, which Officers acknowledged, and stated that any future closure of the A361 would be in one direction only.

 

Discussion with Members and Officers included:

 

-       enforcement of the 20mph speed limit was a Police matter and would be raised at a future SCARF meeting;

-       it was hoped that the new road currently under construction would ease the problem;

-       Highways were working with the Parish Council and the Primary School on a safe travel route;

-       the viability of mobile speed cameras; and

-       that the Community Speed Watch lacked volunteers to enable data collection, and Councillor Slade would raise this at the next meeting of the Parish Council and report back to the Committee.

 

Officers confirmed they would continue to work with the Parish Council and the Primary School on a safe travel plan.
