Items Requiring Urgent Attention

Items which in the opinion of the Chairman should be considered at the meeting as matters of urgency.

(a) Herne Bridge, Halberton

 

The Chair had decided that, at the request of Councillor Slade, the Committee should consider this item as a matter of urgency due to the delayed repair to Herne Bridge near Halberton.

 

In discussion with Officers, it was highlighted that this fell under the remit of the Historic Railways Estate (Highways England) who were being encouraged to expedite a solution.

 

The Chair requested that Officers contact the contractor Geobear, who had offered to be involved. It was noted that the contractor would need to comply with legislation regarding the presence of badgers.

 

The Committee noted the item and the Chair and local Member were to be kept informed on progress.

 

(b) Templeton School Bus

 

The Chair had decided that, at the request of Councillor Slade, the Committee should consider this item as a matter of urgency due to the condition of the road causing problems for the school bus accessing Templeton.

 

The Committee noted the item and Officers agreed to investigate and liaise with Councillor Colthorpe.

The Committee considered the Report of the Chief Officer for Highways, Infrastructure, Development and Waste (HIW/21/15) on the Local Waiting Restriction Programme.

 

A summary of the proposals advertised could be found at Appendix I with associated plans attached. Objections to the proposals advertised and the Council’s response could be found at Appendix II. Proposals which did not attract objections would be implemented without the need to report back to the Committee.

 

It was MOVED by Councillor Radford, SECONDED by Councillor Berry, and

 

RESOLVED

 

(a)  that work on the local waiting restriction programme be noted; and

 

(b)  that the recommendations contained in Appendix II to the Report HIW/21/15 be agreed and the proposals implemented where relevant, subject to:

 

(i)    ENV5808/006 Bow, A3072 – that a virtual site meeting be arranged to include a representative from Bow Parish Council, and that a decision on the future implementation of the proposal be delegated to the Chief Officer for Highways, Infrastructure Development and Waste in consultation with the Chair and local Member;

 

(ii)  ENV5808/010 Exeter Road, Crediton – that a virtual site meeting be arranged to include a representative from Crediton Town Council, and that a decision on the future implementation of the proposal be delegated to the Chief Officer for Highways, Infrastructure Development and Waste in consultation with the Chair and local Member;

 

(iii)ENV5808/015 Union Road, Crediton – that a virtual site meeting be arranged to include a representative from Crediton Town Council, and that a decision on the future implementation of the proposal be delegated to the Chief Officer for Highways, Infrastructure Development and Waste in consultation with the Chair and local Member; and

 

(iv)ENV5808/019 Bolham Lane, Tiverton – that a virtual site meeting be arranged and that a decision on the future implementation of the proposal be delegated to the Chief Officer for Highways, Infrastructure Development and Waste in consultation with the Chair and local Member.

(Councillor V Steer from Bow Parish Council attended and spoke in favour of the proposal)

 

(Councillor Colthorpe declared a personal interest in this item by virtue of being Vice-Chair of the Corporate Infrastructure and Regulatory Services Scrutiny Committee)

 

The Committee considered the report of Councillor Way regarding a request to extend the existing 30mph speed limit on the Western side of Bow village, Crediton.

 

The proposal to extend the 30mph speed limit had the support of Bow Parish Council who were concerned about a growing number of vehicles speeding through the village.

 

Officers advised on the consideration of the matter through the SCARF process in 2019. In light of speed measurements, the record of no reported casualties in the last five years, and the rural nature of the length of road between the village and Burston, Officers expressed that the existing 40 mph limit was considered appropriate with no further action justified.

 

It was MOVED by Councillor Way, SECONDEDby Councillor Squires, and;

 

RESOLVED that the Cabinet be requested to grant a departure of policy and to extend the 30mph zone to a point 40 to 50 metres to the west of the Bow Garden & Aquatic Centre at Burston.

A377 Puffin Crossing, Newton St. Cyres pdf icon PDF 563 KB

Report of the Head of Planning, Transportation and Environment (PTE/21/13).

 

Minutes:

The Committee considered the Report of the Head of Planning, Transportation and Environment (PTE/21/13) on the installation of a controlled pedestrian crossing on the A377 in Newton St Cyres.

 

It was considered that the installation of a puffin crossing was necessary as the existing uncontrolled crossing was not suitable for the type of road and for the children using it, primarily to travel to and from the local primary school.

 

Members appreciated the requirement for improvements on this area of the road owing to a number of safety concerns.

 

It was MOVED by Councillor Squires, SECONDED by Councillor Slade, and

 

RESOLVED

 

(a)  that the proposed signalised pedestrian crossing (puffin crossing) as shown in Appendix I (plan number B23006CH) to be constructed on the A377 in Newton St Cyres for a total estimated cost of £125,000, be approved; and

 

(b)  that the Head of Planning, Transportation and Environment be given delegate powers to make minor amendments to the scheme details in consultation with the Chair and the local Member.

A377 Puffin Crossing, Crediton pdf icon PDF 551 KB

Report of the Head of Planning, Transportation and Environment (PTE/21/14).

 

Minutes:

The Committee considered the Report of the Head of Planning, Transportation and Environment (PTE/21/14) on the installation of a formal signalised puffin crossing on the A377 near the Tarka View housing development.

 

It was considered that the replacement of the existing, dropped kerb informal crossing arrangement with a formal signalised crossing would alleviate the difficulty for pedestrians of crossing given the speed and volume of traffic that used the A377, and allow residents of Tarka View easier access to the facilities to the south of the main road.

 

Members considered that the installation of a signal crossing at the proposed point in the road would be beneficial for residents. It was expressed that future work beyond this proposal in looking to install further facilities for pedestrians to the west on the A377, and on the route through the carpark should be strongly considered.

 

It was MOVED by Councillor Way, SECONDED by Councillor Squires, and

 

RESOLVED

 

(a)  that the proposed signalised pedestrian crossing (puffin crossing) as shown in Appendix I (plan number C18002/9) to be constructed on the A377 in Crediton for a total estimated cost of £100,000 be approved by the Committee;

 

(b)  that the Head of Planning, Transportation and Environment be given delegated powers to make minor amendments to the scheme details in consultation with the Chair and the local Member; and

 

(c)  that Officers work with the landowner to identify improvements on the route from the crossing to the Health Hub and rail station.
