The Chairman had decided that at the request of Councillor Coren the Committee should consider the impact of and action being taken in respect of the closure of the bridge over the A30 dual carriage between Cheriton Bishop and Yeoford and the resultant problems caused to drivers by signage and diversion and the forthcoming closure of Thorverton bridge.

 

The Chief Officer for Highways, Infrastructure Development and Waste agreed to examine the issues at both locations and advise Local Members directly.

Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/17/15), attached.

Minutes:

The Committee received the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/17/15) on the proposed Annual Local Waiting Restriction Programme; a budget of £100,000 had been allocated to the project with available funding of £12,500 for each area.

 

Discussion with Members and the Head of Service included:

 

·         the continuing parking problems at Exeter Road, Cullompton and how Neighbourhood Officers could deal with local issues;

·         the legality of parking on school clearways (zigzags) being advisory only unless included within a Traffic Order, which would necessitate larger signage;

·         parking tickets issued in Crediton over the Christmas and New Year Bank Holiday period and the uncertainty of when charging applied;

 

It was MOVED by Councillor Berry, SECONDED by Councillor Chesterton and

 

RESOLVED

 

(a)     that the Committee note the work on the Annual Waiting Restrictions programme and the prioritisation process applied in 2016/17;

 

(b)    that the Committee agree the recommendation and proposals contained in section 4 of Report HIW/17/!5 and that the proposals be implemented;

 

(c)     that, pending continuing Cabinet support in future years, a further programme be developed for 2017/18.

19.

Marsh Lane, Crediton - Road Widening pdf icon PDF 932 KB

Report of the Head of Planning, Transportation and Environment (PTE/17/17), attached.

Minutes:

The Committee considered the Report of the Head of Planning, Transportation and Environment (PTE/1717) on a road widening scheme to remove a pinch point on the A3072 Marsh Lane/ Commercial Road route through the Lords Meadow Industrial Estate in Crediton.

 

The Head of Service responded to questions around safety concerns for pedestrians crossing at the location and Members noted that funding may be available from the Wellparks development to enable safety issues to be addressed.

 

It was MOVED by Councillor Way, SECONDED by Councillor Chesterton and

 

RESOLVED

 

(a)     that the scheme shown on plan A11013/003 revD at Appendix 1 to Report PTE/17/17 be approved for construction at an estimated cost of £65,485;

 

(b)    that the County Council continue to work with the local community to identify pedestrian crossing improvements.

20.

Crediton Link Road Impact on Traffic and Air Quality (Minute*3/29 June 2016)

Chief Officer for Highways, Infrastructure Development and Waste to report.

Minutes:

The Head of Highways, Infrastructure Development and Waste reported, as requested at the previous meeting, on the continuing concerns over the volume and speed of traffic at both the Higher Road and Jockey Hill locations. 

 

Due to increased levels of local and through traffic at both of these locations, the Head of Service confirmed that the monitoring of traffic flow would continue at the Jockey Hill junction. The status of the surrounding buildings however meant that to overcome the safety concerns raised was difficult.  Traffic lights had been considered previously and Members suggested these could be operable at peak times only, with funding being available from current development for this or any other option.  It was acknowledged that current and future housing developments would further increase traffic volumes.  

 

Discussion also covered:

 

·         the lack of signing for the Prince of Wales junction on Jockey Hill;

·         need for SCARF data at Higher Road/Jockey Hill

·         funding of safety schemes from current developments.

 

The Head of Service undertook to discuss future options with Local Members to be further considered if opportunities arose.

Minutes:

The Committee received the Report of the Chief Officer for Highways, Infrastructure Development and Waste (HIW/17/16) on action taken by him in consultation with the Chairman and Local Members.

 

The Head of Service undertook to investigate concerns raised by the Local Member on the poor visibility when exiting Horsdon Garage onto Blundells Road created by the nearby bus stop.
