It was MOVED by Councillor Hawkins and SECONDED by Councillor Hart and

 

RESOLVED: that

 

(a) that work on the local waiting restriction programme be noted;

 

(b) that the recommendations contained in Appendix 2 to Report (CET/22/25)

be approved, subject to the following amendments:-

 

(i) ENV5937-13 Packs Close, Harbertonford:-

 

-relaxation of proposals as shown on plan ENV5937 -13b (App 4), subject to an additional 3 metre reduction in parking on the corner of 1 Packs Close/Woodland Road;

 

(ii) ENV5937-25 Coach Road, Noss Mayo:-

 

-that a (virtual) site meeting be undertaken with the local County Councillor to review objections and the site prior to a decision on whether the advertised restriction (or any part of that restriction) should be progressed, with the final decision delegated to the Director of climate Change, Environment and Transport in consultation with the local County Councillor and HATOC Chair;

 

(iii) ENV5937-29 Staverton Bridge Cottages, Staverton:-

 

that the middle section of the no waiting at any time proposals on the south east side as shown on plan ENV5937-29 be approved together with Officer’s to investigate the ownership* of the coned off area of verge above the cottages;

 

and

 

(c) that a report on the restrictions proposed for Dartmouth and Stoke Gabriel be brought to the next meeting.

 

*Note (post-meeting): Officers confirmed ownership was not Highway maintainable at public expense (HMPE). 

Minutes:

The Committee considered the report of the Director of Climate Change, Environment and Transport (CET/22/25) on submissions to the statutory consultation to rationalise existing parking arrangements within the South Hams.

 

Due to the 680 responses received during advertising for the proposals in Dartmouth and Stoke Gabriel, there had been insufficient time to properly consider all the representations and it was therefore recommended for consideration at the next meeting.  The local County Councillor was advised that this would not adversely affect the implementation timescale of any proposed measures to be agreed.

 

It was MOVED by Councillor Hawkins and SECONDED by Councillor Hart and

 

RESOLVED: that

Totnes, Ashburton Road near Puddavine Court - Proposed Improvements to Footway pdf icon PDF 277 KB

Decision:

It was MOVED by Councillor Hodgson and SECONDED by Councillor Reeve and

 

RESOLVED: that no objection be raised to the proposed widening by removing vegetation and resurfacing of the existing footway east of Puddavine Court, Totnes.

Minutes:

The Committee considered the Report of the Director of Climate Change, Environment and Transport (CET/22/26) on footway widening, by removing vegetation and resurfacing the footway on the SW side of the A385 road near Puddavine Court Residential Home.  This would address the sub-standard footway width and maintenance issue.   The estimated cost was £50,000 (of which £2,401 was spent in 2021/22, to be funded from section 106 developer contributions received.

 

The local County Councillor whilst supporting the scheme was disappointed that she had not been consulted in considering the use of the section 106 funding in the vicinity as she considered there were also other stretches of the A385 requiring footway improvement.  However it was noted that section 106 funding implementation was a District Council matter as part of a planning application and that the use of this funding had specific criteria/conditions attached to it.

 

It was MOVED by Councillor Hodgson and SECONDED by Councillor Reeve and

Totnes, The Lamb - Pedestrian and Vehicle Survey pdf icon PDF 268 KB

Decision:

It was MOVED by Councillor Hart and SECONDED by Councillor Gilbert               and

 

RESOLVED: that a further report be brought to the next meeting as outlined above.

Minutes:

(Councillor Collinson, Totnes Town Council spoke with the consent of the Committee).

 

The Committee considered the Report of the Director of Climate Change, Environment and Transport (CET/22/27), following several requests for a pedestrian crossing, with an Officer traffic and pedestrian flow survey undertaken to determine demand, together with consideration of accident data as described in section 2 of the Report.  This indicated a zebra crossing would not normally be considered at this location.  Officers had also observed the site and concluded the bus stop and corner would need to be a consideration in the positioning of a crossing.  Similar schemes indicated an estimated cost in the region of £50,000, although recent construction inflation and the heritage designation of the site could raise this further.

 

Councillor Collinson reported on a submission from Inclusive Totnes, circulated to Members and Officers immediately prior to the meeting.  She advised the group had a number of concerns regarding the Officer’s survey and the Report recommendation and would welcome further consideration. 

 

The local County Councillor supported Councillor Collinson’s position, advising this area was used as a ring road around Totnes and that Totnes needed safe pedestrian/cyclist crossing points to support and encourage more sustainable travel around the town centre for all user groups.

 

In view of Inclusive Totnes’ concerns raised, Members wished Officers to further consider the survey data and proposals and report back.  It was also noted that although the County Council was unlikely to be able to give this location a high ranking compared to other countywide locations requiring funding, should the Town Council be able to secure funding it was more likely that a scheme could be progressed.
