(Councillor J Berry (local Member) attended (remotely) in accordance with Standing Order 25 and spoke in regard to the proposed conditions relating to screening/tree planting and their locations)
The Committee considered the Report of the Chief Planner (PTE/21/28) on the proposed construction of two floodlit sports courts on an existing area of open space, to be used by Cullompton Community College and by the local community in the evening.
The Chief Planner reported on the Members site undertaken prior to the meeting to view the location of the proposed development and its relationship with surrounding properties. Two additional representations were reported from the Mid Devon District Council which raised no objections and from a local resident in objection.
The Chief Planner’s Report gave a reasoned assessment of the proposal, referring to all relevant policies and summarising the comments and views of interested parties received prior to the meeting.
Members discussed and asked questions in regard to the lighting, fencing and tree planting proposals, community use and hours of operation in relation to the proposed conditions.
The matter having been debated and having regard to the main material planning policies and requirements,
it was MOVED by Councillor I Hall, SECONDED by Councillor J Brooks and
RESOLVED
(a) that planning permission be granted subject to the conditions set out in Appendix I of the Report to include further details in regard to the type of fencing to be used (with any mitigation to reduce vibration/noise), and revised details of the proposed landscaping measures (with any subsequent minor material changes to the conditions being agreed in consultation with the Chair and Local Member); and
(b) that Mid Devon District Council be requested to consider landscaping measures on land in their ownership on the periphery of the application site.
