The Committee considered the Report of the Chief Planner (PTE/21/18) on an application for the construction of an asphalt plant and associated development including importation and recycling of reclaimed asphalt product for use in the plant and partial demolition of the former existing in vessel composting facility.
The Chief Planner’s Report gave a reasoned assessment of the proposal, referring to all relevant policies and summarising the comments and views of interested parties received prior to the meeting.
Members referred to access arrangements, odour mitigation (for which the Environment Agency was the regulating and licensing authority), landscape, visual and ecological impacts and need for the facility.
The matter having been debated and having regard to the main material planning policies and requirements, it was MOVED by Councillor J Brook, SECONDED by Councillor T Inch and
RESOLVED that, subject to the applicant entering into a legal agreement requiring:
(a) the permanent cessation of the production of asphalt at its Westleigh Quarry site within seven days of this development being commissioned;
(b) removal of the Westleigh Quarry asphalt plant within 12 months of that commissioning date; and
(c) the off-site mitigation planting being undertaken within the first planting and seeding season after completion of the site entrance and subsequently maintained;
planning permission be granted subject to the conditions set out in Appendix I of this Report (with any subsequent minor changes to the conditions being agreed in consultation with the Chair and Local County Councillor).
