(Councillors R Bloxham and S Randall Johnson,  local Members, attended in accordance with Standing Order 25 (2) and spoke in support of the application).

 

(Mr S Greaves (on behalf of the applicant) attended under the Council’s Public Participation Scheme and spoke to this item in support of the application; and Mr B Pearce, Mr A Sayers (Farringdon Parish Council) and Mr A Frey (Local resident) attended under the Scheme and spoke objecting to the application and referred to local HGV traffic/road capacity, noise, dust and enforcement issues).

 

The Committee considered the Report of the Chief Planner (PTE/19/45) on an application to process and store up to 90,000 tonnes of incinerator bottom ash (IBA) per annum at Hill Barton Business Park, near Exeter.

 

The Chief Planner’s Report gave a reasoned assessment of the proposal, referring to all relevant policies and summarising the comments and views of interested parties received prior to the meeting.

 

The matter having been debated and having regard to the main material planning policies and requirements,

 

it was MOVED by Councillor J Brook, SECONDED by Councillor C Slade and

 

RESOLVED that planning permission be granted subject to the conditions set out in Appendix I of this Report (with any subsequent minor changes to the conditions being agreed in consultation with the Chair and Local County Councillors).

The Committee considered the Report of the Chief Planner (PTE/19/46) on an application for a change of use from an existing vehicle depot, together with an area of land previously used as a Household Waste Recycling Centre, to a waste transfer station, with the demolition of an existing storage building and construction of a new waste transfer building.  The new facility would be used for the reception and bulking up of household recyclable waste materials.

 

The matter having been debated and having regard to the main material planning policies and requirements, it was MOVED by Councillor J Brook, SECONDED by Councillor P Sanders, and

 

RESOLVED that planning permission be granted subject to the conditions set out in Appendix I of the Report (with any subsequent minor changes to the conditions being agreed in consultation with the Chair and local County Councillor).

(Mr N Pateman (on behalf of the applicant, Devon County Council) attended under the Council’s Public Participation Scheme and spoke to this item in support of the application).

 

The Committee considered the Report of the Chief Planner (PTE/19/47) on an application for 

outline planning permission for an ‘education campus’ to include a secondary school and primary school, together with an early years’ facility, along with associated access and linking pedestrian bridge.

 

Members referred to details relating to the proposed conditions and community use, access and parking (cycle/scooter storage) arrangements, ecology and environmental matters (including provision of electric charging points). Members noted that views relating to reserved matters could be relayed to the Chief Planner.  

 

The matter having been debated and having regard to the main material planning policies and requirements,

 

it was MOVED by Councillor A Connett, SECONDED by Councillor G Gribble and

 

RESOLVED

 

(a) that planning permission be granted subject to the conditions set out in Appendix I of this report (with any subsequent minor changes to the conditions being agreed in consultation with the Chair and Local County Councillors); and

 

(b) that the community use arrangements for the Education Campus be agreed by the Chief Planner following consultation with the local County Councillors and the Exminster Parish Council.
