(Councillor C Slade declared a personal interest in this matter by virtue of being a Member and current Chair of the Grand Western Canal Joint Committee [Councillor Slade had previously abstained from voting when this matter had been considered by the Joint Committee]). 

 

(Mr D Pitt attended (on behalf of the applicant) under the Council’s Public Participation Scheme and spoke to this item in support of the application). 

 

The Committee considered the Report of the Chief Planner (PTE/18/50) on an application to vary the existing planning permission to extend the currently permitted extraction area within Westleigh Quarry, to the east of its southern end in an area known as Rocknell.  This extension would release an additional estimated 600,000 tonnes of limestone and involved the demolition of Rocknell Bungalow.  The additional extraction area covered approximately 0.65 hectare and fell within the existing red line associated with permission reference 04/06/94/0532. 

 

The Chief Planner’s Report gave a reasoned assessment of the proposal, referring to all

relevant policies and summarising the comments and views of interested parties received

prior to the meeting. The Chief Planner also reported representations from the local County Councillor in support of the application, subject to adherence with the recommended legal agreement terms in relation to the local groundwater and any impact on the Grand Western Canal’s water level. 

 

The matter having been debated and having regard to the main material planning policies and

requirements,

 

it was MOVED by Councillor Brook, SECONDED by Councillor Sanders and

 

RESOLVED that, subject to the completion of a legal agreement requiring (a) submission and implementation of a revised water scheme; (b) compliance with the traffic scheme and haulage statement; (c), a contribution of £32,450 to the maintenance of the HGV route; and (d) revocation of the 1997 planning permission and legal agreement without compensation, the application be approved subject to the conditions set out in Appendix I to this report with an amendment to Condition 4. to indicate ‘all bank holidays’ (and deletion of the dates listed), (with any subsequent non-material changes to the wording of the conditions being agreed in consultation with the Chair and local Member).
