Exeter City: the construction of a new two form entry primary school and nursery at Seabrook Orchards, Topsham Road, Exeter.

 

Report of the Head of Planning, Transportation and Environment (PTE/16/23) on an application to construct a new two entry primary school on a 1.8 hectare site within the wider Newcourt Urban extension, attached.

The Committee considered the report of the Head of Planning, Transportation and Environment (PTE/16/23) on an application to construct a new two entry 420 place primary school and nursery on a 1.8 hectare site within the wider Newcourt Urban extension.

 

The Head of Service’s Report gave a reasoned assessment of the proposal, referring to all relevant policies and summarising the comments and views of interested parties received prior to the meeting. The Head of Service reported representations from the local County Councillor in support of the application.

 

The matter having been debated and having also had regard to the main material planning policies and requirements

 

It was MOVED by Councillor Brook SECONDED by Councillor Bowden and

 

RESOLVEDthat permission be granted subject to the conditions set out in Appendix II of Report PTE/16/23 with any subsequent changes to the conditions being agreed in consultation with the Chairman and local County Councillor.

County Matter: Waste Applications for the variation of condition 2 and condition 6 of permission 16/00049/DCC relating to the construction of 2MW Anaerobic Digestion Plant with new access road and weighbridge on land adjacent to existing Abattoir at Lloyd Maunder Road, Willand, Devon pdf icon PDF 9 MB

The Committee considered the Report of the Head of Planning, Transportation and Environment (PTE/16/24) on applications relating to (i) proposed changes in the design of the plant and, (ii) a variation in the amount and type of feedstock delivered by road. Members discussed the transportation of slurry as part of the proposals and the environmental benefits. 

 

The Head of Service’s Report gave a reasoned assessment of the proposal, referring to all relevant policies and summarising the comments and views of interested parties received prior to the meeting.

 

The matter having been debated and having also had regard to the main material planning policies and requirements.

 

It was MOVED by Councillor Brook SECONDED by Councillor Hosking and

 

RESOLVED that the applications to vary conditions 2 and 6 be approved and permission be granted subject to the revised conditions set out in Appendix II of Report PTE/16/24 and to the applicant entering into an agreement under s.106 of the Town and Country Planning Act 1990 in respect of the control of the routeing of deliveries to the plant.

The Committee considered the Report of the Head of Planning, Transportation and Environment (PTE/16/25) on an application to vary a condition of an existing temporary planning permission at Whitecleave Quarry, Buckfastleigh relating to the limits of heights in approved storage area and workshop use.

 

The Head of Service’s Report gave a reasoned assessment of the proposal, referring to all relevant policies and summarising the comments and views of interested parties received prior to the meeting. The Head of Service reported on further representations received from Totnes Town Council requesting a deferment pending an opinion from the European Commission.  The matter having been debated and having also had regard to the main material planning policies and requirements.

 

It was MOVED by Councillor Brook SECONDED by Councillor Sanders and

 

RESOLVED that planning permission be granted subject to conditions attached at Appendix II of Report PTE/16/25.
