*63 Election of Chairman and Vice-Chairman
RESOLVED that Councillor B Hughes and Knight be elected Chairman and Vice-Chairman respectively for the ensuing year.
*64 Minutes
RESOLVED that the Minutes of the meeting held on 28 March 2011 be signed as a correct record.
*65 Representation on Outside Bodies: Local Issues
Members did not take the opportunity to report on or raise issues arising from membership of other bodies or agencies to which they have been appointed as representatives of the County Council.
*66 Impact of Changes to the Supporting People Budget
(Councillor Moulding declared a personal interest in this item by virtue of holding a disabled parking badge and Councillor Stott declared a personal interest by virtue of her employment in Social Services)
Councillor Elson, EDDC Cabinet Member for Sustainable Homes and Communities, supported by Councillor Jones, Deputy Cabinet Member for Sustainable Homes and Communities, Councillor Stott, Chairman of the Housing Review Board, and Mr Golding, EDDC Housing Manager made a brief presentation and distributed a briefing note about the Supporting People programme and the Joint Commissioning Body which met on a quarterly basis to administer the Supporting People Budget prior to being abolished by the new County Council administration. The presentation sought to raise awareness of the importance of the Supporting People programme by emphasising the outcomes it achieves whilst at the same time highlighting the implications of reductions in the programme and seeking support to resist further reductions.
Members felt that this issue could be raised at the People s Scrutiny Committee in liaison with East Devon Members and other representatives that used to sit on the Housing Review Board. Councillor Randall Johnson, Vice-Chairman of the People s Scrutiny Committee, agreed to ask for this item to be considered at the next meeting.
It was MOVED by Councillor Randall Johnson, SECONDED by Councillor B Hughes and
RESOLVED that the People s Scrutiny Committee be requested to consider an item on the Supporting People programme and to receive evidence from East Devon District Council, (and possibly other District Councils) and representatives from those organisations who sat on the now disbanded Joint Commissioning Body.
*67 Beach Bathing Water Quality
Mr Brian Grant, Senior Environment Officer Bathing Waters, Environment Agency made a presentation about the Revised Bathing Water Directive which was transposed into UK regulations in 2008. The presentation set out the existing directive standards, the revised directive classification system based on two parameters and on 4 season sampling of coastal waters where beaches must achieve a sufficient classification by 2015 or face a permanent advice against bathing notice on the beach.
Members asked questions about the EU Directive, beach signage (cost and type), beaches with a very high tidal range, times when water is sampled and the statistical averaging out of the results. The Chairman thanked Mr Grant for his attendance and the interesting presentation.
*68 Locality Budgets 2010/11 Outturn and spend to date for 2011/12
The Committee considered the report of the County Community Strategy Officer (SC/11/21 - text onlySC/11/21)on the current budget situation for 2010/11 and noted the spending proposals which had been approved by the Chairman or Vice Chairman since the previous meeting.

(a) that the current budget position for 2010/11 be noted and that the spending proposals set out in the report, including those agreed by the Chair/Vice Chair since the previous meeting, be approved.

Members noted that the next meeting of this Committee was scheduled for Monday 26 March 2012, commencing at 11.am (or on the rising of the East Devon HATOC, whichever is the later).
