RESOLVED that the Minutes of the meeting held on 21 July 2015 be signed as a correct record.

*81 Matters of Urgency

(a) Traffic Congestion Braunton: Air Quality (Minute *65)

(An item taken under Section 100B (4) of the Local Government Act, 1972)

The Chairman had decided that the Committee should consider, at the request of Councillor Greenslade, the Air Quality Action Plan relating to traffic congestion, as the matter remained outstanding.

The Head of Planning, Transportation and Environment confirmed that the updated draft Air Quality Action Plan (AQAP) had been submitted on 21st September.2015 by North Devon District Council (NDDC) to the Department for Environment, Food and Rural Affairs. Subject to confirmation from NDC that the AQAP had been approved by DEFRA a report would be presented to the next meeting.

(b) Hackney Carriage Ranks

(An item taken under Section 100B (4) of the Local Government Act, 1972)

The Chairman had decided that the Committee should consider concerns expressed locally (referred to by the District Council) in carrying out hackney carriage rank markings in Ilfracombe and consistency of approach across the District with some members using their locality budgets. Local Members also referred to delays in marking ranks in Barnstaple. The Head of Planning, Transportation and Environment confirmed that the marking works relating to Ilfracombe had been programmed for this financial year and referred to potential future funding issues for other similar proposals.

It was MOVED by Councillor Greenslade, SECONDED by Councillor Yabsley and

RESOLVED that this Committee s concern relating to the marking of hackney carriage ranks not being done in a timely manner across the North Devon District Council and these concerns be drawn to the attention of the Cabinet with a request that the work be undertaken more quickly.

(c) UNESCO Biosphere Designated Area

The Chairman had decided that the Committee should consider a request to erect boundary signs on the roads approaching North Devon to promote North Devon as a UNESCO Biosphere Designated Area.

The Head of Highways, Capital Development and Waste reported that he was discussing the matter with the Biosphere Service Manager with a view to incorporating information within revised Village and Town signage at the most appropriate locations in consultation with local County Council Members; he would update Members on progress.

*82 Devon and Torbay Local Transport Plan 2011-2026: North Devon Programme for 2015/16 and 2016/17

(Councillor Brailey (North Devon District Council)) attended in accordance with Standing Order 25(2) and spoke to this item).

The Committee considered the joint report of the Head of Planning, Transportation and Environment and Head of Highways, Capital Programmes and Waste (PTE/15/55 - text only | pdf PTE/15/55) on the Local Transport Plan Programme for 2015/16 and 2016/17 in the North Devon area and outlining a new approach to dealing with requests for waiting restrictions.

The Head of Service reported on the funding proposals and progress relating to A361 Portmore Roundabout Improvement and the Roundswell Phase 2 A39 pedestrian and cycle bridge proposals.

The Chairman also referred to a briefing provided by North Devon District Council for its members relating to the Community Infrastructure Levy (CIL). Members also referred to concerns relating to lack of provision, within the North Devon Local Plan and the CIL, for flood alleviation measures and A361 (NDL) improvement proposals.

It was MOVED by Councillor Yabsley, SECONDED by Councillor Greenslade and

RESOLVED

(a) that the funding provisions included in the report Devon and Torbay Local Transport Plan 2011 to 2026: North Devon Programme for 2015/16 and 2016/17 be supported;

(b) that the proposed approach to local priority waiting restrictions set out in section 4 of Report PTE/15/49 - text only | pdf PTE/15/49 be supported;

(c) that this Committee express its concern to North Devon District Council relating to the lack of provision, within the Local Plan and the Community Infrastructure Levy, for flood alleviation measures and A361 (NDL) improvement proposals.

*83 Yellow Lines in Woodville, Barnstaple (Minute *64)

The Head of Highways, Capital Development and Waste reported that a progress report on parking arrangements would be submitted to this Committee following completion of the development proposals.

*84 Barnstaple Area Traffic Issues

The Head of Planning, Transportation and Environment reported that low cost options for improvements at the Cedars junction were being developed for consultation in conjunction with Councillors Biederman, Edgell and Mathews, for further consultation.

*85 Petitions/Parking Policy Reviews

There was no petition for a parking review from a member of the public.

*86 Actions Taken Under Delegated Powers

The Committee noted the report of the Head of Highways, Capital Development and Waste (HCW/15/71 - text only | pdf HCW/15/71) on actions taken under Delegated Powers since the last meeting and, where appropriate, in consultation with the Chairman and Local County Councillors.

The Head of Planning, Transportation and Environment undertook to inform the local County Member about a potential future scheme for a new controlled crossing at Umberleigh.
