RESOLVED that the minutes of the meeting held on 23 October 2014 be signed as a correct record.

*23 NEW Devon CCC Eastern Locality Update

The Committee received an update from representatives from the Northern, Eastern and Western Devon Clinical Commissioning Group s (NEW Devon CCG) Eastern Locality including Dr M Slot, who also had a personal interest in this item by virtue of being a member of Devon Doctors, apprising the Committee on issues in the locality including, inter alia:

the extension of the Transforming Community Services consultation period until 24 February 2015;

a proposed option for the Wakeleigh sub-locality suggested by the Axminster Hospital League of Friends, to retain in-patient beds in Sidmouth, Seaton, Axminster, Honiton and Ottery St Mary, and the financial implications of this;

alternative options for minor injury provision including providing minor injury facilities in GP surgeries;

the impact of hospital at home pilots on hospital admissions

*24 People s Scrutiny Committee Child Sexual Exploitation Review and Member Development Sessions

(Councillor Stott declared a personal interest in this item by virtue of her daughter in-law being employed by Devon County Council as a children s social worker).

The Chairman of the Safeguarding Children Task Group presented the TaskGroup s initial report of the Child Sexual Exploitation Review, which recommended that a training programme on child sexual exploitation be given to all Members and appropriate officers.

Members noted that Safeguarding Children training for County Councillors led by David Simmons of the LGA will take place on the following dates at County Hall:

Tuesday 17 March 2015 at 10am

Monday 22 June 2015 at 10am

And that specific training sessions on Child Sexual Exploitation on the following dates at County Hall:

Wednesday 25 March at 11am

Thursday 9 April at 2pm

Wednesday 29 April at 10am

The Chairman of the Safeguarding Children Task Group urged County Councillors to attend both of the Safeguarding Children training sessions and one of the Child Sexual Exploitation sessions and encouraged East Devon District Council Members to investigate training opportunities at their own Authority. She also drew the Committee s attention to the guidance and advice available on the Devon Safeguarding Children s Board website.

The Chairman invited Members to update the Committee on community initiatives and responses to service changes in their Divisions and Wards, which included:

successful negotiation with a landowner to allow a permissive path over private land, using Parishes Together funding, at Weycroft Bridge in Axminster;

the addition of lights to the Exeter to Exmouth cycle path to improve night time accessibility;

Seaton Town Council s recruitment of a parish legnthsman.
