*14 Election of Chairman

RESOLVED that Councillor Knight be elected Chairman for the ensuing year.

*15 Election of Vice-Chairman

RESOLVED that Councillor Randall Johnson be elected Vice-Chairman for the ensuing year.

*16 Minutes

RESOLVED that the minutes of the meeting held on 30 October 2013 be signed as a correct record.

*17 Transforming Community Health Services

Representatives from the Northern, Eastern and Western Devon Clinical Commissioning Group s (NEW Devon CCG) Eastern Locality updated the Committee on proposed commissioning intentions for the area, outlined in a document available on the CCG s website:

The CCG reported that the consultation had progressed as planned, involving large public meetings and drop in sessions, and that all feedback would be consolidated and reported to the governing body following the conclusion of the consultation period in mid-December.

The Committee s discussion with the CCG raised the following issues:

concerns around the level of care for patients who would receive care in the home, as opposed to community hospitals;

the objection to the loss of community hospital beds in Axminster by residents and by the League of Friends;

concerns over projected population increases, including an growing aging population, in East Devon and the additional pressure this would put on community health services in the locality;

concerns over the timing of proposals so close to the general election when the future of health service funding was unknown;

concerns that there would be further funding cuts in the future and that this would result in the closure of community hospital beds in the locality;

the success of the Hospital at Home pilot in the WEB sub-locality, which provided value for money, with support from the League of Friends and local GP practices, having high patient satisfaction as well as supporting integration with social care services;

the difficulties around staffing community hospitals and the effect of that on patient care;

the importance of minor injury units having good links and information sharing practices with acute hospitals and with GP surgeries;

that under the CCG s proposals, the 111 phone service would be marketed as a signposting and information service to ensure that patients were informed about how and when they might access appropriate local health services.

It was MOVED by Councillor Wright, SECONDED by Councillor Moulding and

RESOLVED

(a) that the Committee s objection to the loss of in-patient beds at Ottery St Mary and Axminster and the relocation of other East Devon hospital services be recorded;

(b) that the Committee s dissatisfaction with the NEW Devon CCG having begun consultation on the commissioning of community health services without any financial information being made available, be also recorded;

(c) that budget information for the Eastern Locality, including costings for the set-up of Health and Wellbeing Hubs and Hospital at Home Schemes, be made available to the Committee;

(d) that an update outlining the results of the CCG s consultation on their commissioning intentions for the Eastern Locality, be brought to the next meeting of the Committee in March 2015.

*18 Youth Service Update

The Locality Development Officer updated the Committee on developments in the new Devon Youth Service structure, which would deliver both targeted and generic youth provision.

Members commented on the development of youth services in their own Electoral

Divisions and Wards, and in several areas reported that good progress had been made towards community groups and town councils taking on the running of centres and

providing youth services in the near future.

The Committee discussed the importance of employing skilled youth workers and

providing training and development opportunities for staff to ensure that a professional and consistent service is retained. Members also highlighted the preference for centres to offer a Friday evening youth provision where possible, and that the new

youth service should provide support, mentoring and training for voluntary youth groups.

*19 Member Development Steering Group

The Committee received the minutes of the meeting held on 17 September 2014.
