RESOLVED that the minutes of the meeting held on 24 June 2013 be signed as a correct record.
*8 Jurassic Coast World Heritage Site Management Plan Review 2014-19
The Committee considered the report of the Head of Planning, Transport and Environment (PTE/13/91 - text only | pdf PTE/13/91) and received a presentation from Dr Sam Rose, Jurassic Coast WHS Co-ordinator.
The presentation outlined the purpose and the aims of the revised draft Management Plan for 2014-2019, which is currently open to public consultation. The revised plan reflects changes in legislation and includes reference to recent issues such as alternative energy sources and extreme weather events. There are a number on key considerations in the plan for Devon County Council, including adverse impact on the site of various types of development, support for visitor facilities including the Seaton Discovery Centre, Rights of Way and National Cycle Network routes across the site and sustainable transport improvements for the area. Public consultation is due to end on 27 December 2013 and an amended draft Final Plan will be produced in March 2014 and Local Authorities will be asked to adopt the Plan during March and April 2014.
It was MOVED by Councillor B Hughes and SECONDED by Councillor Diviani and
RESOLVED
(a) that the process and timetable for undertaking the World Heritage Site Management Plan Review be noted;
(b) that the Consultation Draft be endorsed;
(c) that the adoption of the final version of the new Management Plan by the County Council through the Cabinet Member delegated decision process in Spring 2014, be noted.
*9 Armed Forces Community Covenant
(Councillor Stott declared a personal interest in this item by virtue of her spouse being an Armed Forces Vetran).
The Head of Services for Communities provided the Committee with an update of work undertaken as part of the Devon Armed Forces Community Covenant over the last six months.
This work focused on the Covenants five ambitions of:
Working Better Together
Improving Health Wellbeing
Increasing Prosperity
Reach Their Potential
Cutting the Wire
A number of projects had resulted from this including progress towards piloting a Armed Forces Community Support Hub in Exeter, an Armed Forces (Veterans and Families) Joint Strategic Needs Assessment being developed by Public Health, an Employer Engagement event in Woodbury, and the Devon Remembers Project set up to support activities commemorating the WW1 Centenary.
The Committee also received a presentation from John Pattison, Veteran Lead for Devon Partnership NHS Trust and Adrian Thornton, Lead for Forces Veterans for Veterans, on the Forces Veterans for Veterans pilot scheme in Exmouth. The scheme provided a support group for local veterans, including those with Post-Traumatic Stress Disorder (PTSD), which has proved very successful. The support group offered veterans peer to peer outreach support work, as well as initiatives such as free coffee drop-in sessions where veterans can talk to others in a friendly and relaxed environment.
The Chairman thanked John Pattison and the Forces Veterans for Veterans group for their important work, and asked County Councillors to consider providing funding for the scheme from their Locality Budgets.
*10 Update from Locality Development Officer
The Locality Development Officer advised the Committee that the NEW Devon Clinical Commissioning Group (CCG) website was a useful resource of information about CCG work in the East Devon area.

The Locality Development Officer also gave an overview of Neighbourhood Health Watch which helps communities support each other s health needs.
