*51 Minutes

RESOLVED that the Minutes of the meeting held on 1 November 2010 be signed as a correct record.

*52 Start Time of Committee

RESOLVED that to avoid visiting speakers, members of the public and presenting officers waiting excessive periods of time, the start time of future County Committees be amended to 12 pm, without qualification.

*53 Locality Budgets

The County Community Services Officer reminded Members that a Seminar on the guidelines and best practice of allocating funds from the Members Locality Budget was being held on Tuesday 29 March 2011 at County Hall, Exeter. Members had expressed some concern about being targeted by groups without being aware of who else was being approached for funding. It was suggested that the Locality Development Officer should receive and coordinate the funds that require more than one Councillor to contribute.

*54 Representation on Outside Bodies: Local Issues

Members did not report on or raise issues arising from membership of other bodies or agencies to which they have been appointed as representatives of the County Council.

*55 Devon Minerals and Waste Development Framework

The Committee noted the report of the Executive Director of Environment, Economy and Culture (EEC/11/61/HQ - text only | pdf EEC/11/61/HQ) on the consultation for core strategies for minerals and waste. The County Community Strategy Officer presented the report and Members congratulated officers on a clear and concise report.


*56 Provision of Youth Services in East Devon

Ms Lisa Rutter Youth Service Team Leader, Children Young People s Services Directorate, distributed a written report on the East Devon Team budget for work force and establishment. The report covered the youth work delivered from 10 static venues including the mobile unit and minibus, the impact of the service restructuring on the new East Team and an example of youth work developments undertaken in East Devon. Members made comments on the report in relation to vacancy management, the voluntary sector, dedicated budget to recruit volunteers and service level agreements.

*57 The Work of the Children s Trust in East Devon

Ms Lisa Rutter Youth Service Team Leader, Children Young People s Services Directorate, reported on the Conference Achievement Through Collaboration which was seen as very useful. Councillor Channon attended the Conference and reported on her observations of the event.

*58 Rural Skip Service

Councillor Croad, Cabinet Lead Member for Environmental and Regulatory Services, spoke to Members regarding the withdrawal of the Temporary Skip Service (TSS) and the reasons why Cabinet reluctantly took this step. The serve cost the Council 730,000 and collected only 3% of the total tonnage of waste. Councillor Knight handed Councillor Croad a petition signed by residents of Seaton about their concern at the removal of this service. Members discussed the restrictions which apply to the length of trailers allowed to deposit waste at recycling centres, payments to staff at recycling centres and whether they should be giving a receipt for moneys received.

*59 Citizens Advice Bureau Funding

The Committee considered the report by Chris Griffiths, East Devon CAB, on the work of the 5 CAB outlets in East Devon, the number of volunteers and paid staff, the number clients seen, upgrading the phone systems and the services being offered such as Legal Aid advice. Members discussed the CAB role and funding issues and the County Community Services Officer reminded Members about the report coming out at the end of the month on the CAB service.

*60 Locality Budgets 2010/11 - Confirmation of Spending Proposals Spend to Date

The Committee considered the report from County Community Strategy Officer (CX/11/35 - text onlyCX/11/35) on the current budget situation for 2010/11 and noted the spending proposals which had been approved by the Chairman or Vice Chairman since the previous meeting.

(a) that the current budget position for 2010/11 be noted and that the spending proposals set out in the report, including those agreed by the Chair/Vice Chair since the previous meeting, be approved.
