*20 Minutes

RESOLVED that the Minutes of the meeting held on 14 September 2009 be signed as a correct record.

*21 Maternity Services in East Devon

Ms Rebecca Harriet, Ms Jenny McNeill and Dr Virginia Pearson, made a presentation on the proposed changes to maternity services in Honiton, Tiverton and Okehampton and distributed a briefing paper on the issues. In summary there were two main changes, the first to transfer staff and management of maternity services to the Royal Devon and Exeter NHS Foundation Trust (RDE) to achieve clinical integration of services. The second was to change the service model about which there would be a consultation beginning with a series of events later this spring.

Members asked questions and made statements in relation to:-

the need to provide suitable support after mothers have given birth;

the funding of mothers who need to stay in hospital after birth;

what were the staff s opinions about the transfer to the RDE?

centralisation of services to save money but will the service be maintained to it s current high standard?

will the model you have presented and set out in the paper be followed exactly?

what percentage of staff were happy with the transfer?

did mothers go to Honiton to recuperate after giving birth in RDE?

are the breastfeeding rates in Honiton highest in the county?

does NHS have targets for breastfeeding?

concern about the reduction in the current high quality service in Honiton;

Government must be lobbied to change structure of the Strategic Health Authority;

is funding for maternity services ring-fenced?

would the option to use beds in Honiton remain after the changes?

would mothers be allowed to stay at Honiton after the birth?

It was MOVED by Councillor B Hughes, SECONDED by Councillor Knight and

RESOLVED

(a) that this Committee requests that the RDE supports midwives in order to provide a reliable and sustainable service in Devon and that the service be commissioned accordingly;

(b) that the service considers continuing to offer new mothers the option of a bed in another hospital, if necessary.


*22 East Devon Local Children s Trust

(Councillor Knight declared a personal interest in this item by virtue of being the County Council s representative on the East Devon Local Children s Trust)

Ms Lisa Rutter, East Devon Area Co-ordinator, responded to questions on the briefing report which was attached to the agenda. The report outlined the successes of the Trust and went on to discuss the work of the three established sub groups Parenting Network Group, Out of School Activities Group and Practitioner Group. Two new Groups had been established Voice and Influence of Children and Young People Group and the NEET Group. The report also touched on Needs Assessment, Unmet Need, Common Assessment Framework and the appointment of Chairs to the Boards assisted by 5,000 from a range of partners.

Members asked questions on the appointment of Chairs and support for representatives on the Trust. The report was noted.

*23 East Devon Local Strategic Partnership

The Committee received the minutes of the meeting held on 20 January 2010 which were attached to the agenda for information.

*24 Locality Budgets 2009/10 - Confirmation of Spending Proposals Spend to

Date

The Committee considered the report of the Locality Development Officer (CX/10/47 - text only | pdf CX/10/47).

It was MOVED by Councillor B Hughes, SECONDED by Councillor Knight and

RESOLVED

(a) that the spending approvals set out in the report, including those agreed by the Chairman/Vice-Chairman since the previous meeting, be confirmed;

(b) that the Committee note that the following payments were approved by the Chairman at the meeting:

OSM District Help Scheme, Memory Cafe: 200 Councillor Giles

Exmouth Ceramic Group, disabilities class: 300 Councillor Taylor

Chardstock Parish, publishing and printing Parish Plan: 700 Councillor Moulding

Shute Parish Council, kerbing and paving: 574 Councillor Moulding

Avocet Line RUG, printing publication: 150 Councillor Wragg

Honiton Town Council, Memory Cafe: 500 Councillor Randall Johnson

Tale Community Theatre, website extension: 500 Councillor Diviani

OSM Town Council, safety mirror: 140 Councillor Giles

(c) that the current budget position for 2009/10 be noted;

*25 Invest in Devon

The Committee considered the report of the Locality Development Officer (CX/10/50) on seeking proposals from Members for spending the 25,000 Local Projects Fund allocated to the Honiton St Michaels Division.

It was MOVED by Councillor B Hughes, SECONDED by Councillor Knight and

RESOLVED that the 25,000 Local Projects Fund be allocated as follows from the Appendix attached to the report:-

St Mark s and St Paul s Benches and Play Area - 3,500 (Project 2)

Coly Road, Colyton Table top traffic calming - 15,000 (Project 5)

Honiton Baptist Church heating system - 6.500 towards project (Project4)

*26 ACS Modernisation

It was MOVED by Councillor B Hughes, SECONDED by Councillor Knight and

RESOLVED that due to Mr Flint s illness this item be deferred to the next meeting of this Committee.

*27 Devon Youth Service - East Devon Team

(Councillor Channon declared a personal interest in this item by virtue of being a member of the Budleigh Salterton Youth Trust)

Ms Lisa Rutter, East Devon Area Co-ordinator responded to questions raised by Members arising from the briefing report on workforce and establishment which was attached to the agenda. Members asked questions on the definition of core workers and the issue about the moratorium on appointments which had included youth workers and which was raised at Cabinet. Ms Rutter reported on the difficulties of keeping youth clubs going without sustained effort from volunteers. The report was noted.
