*4 Minutes

RESOLVED that the Minutes of the meeting held on 28 July 2009 be signed as a correct record.

*5 ACS Modernisation

The Committee received a presentation from Mr W Flint, Health Social Care Manager on the changes to health and social care services in Devon. The new process works in three stages designed to fast track peope to the most appropriate care for their level of need. The Council s customer service centre, My Devon is the first point of contact for any new referrals. Trained staff quickly determine whether there are potential social service needs. If there are, they are introduced to one of the Care Direct Plus teams. These teams can complete assessments on the telephone and where appropriate arrange services. If the individual has long-term or complex needs, Care Direct Plus will involve the appropriate joint health and social care team who will then arrange face to face assessments of the person s needs. Complex Care Teams are fully integrated health and social care professionals, comprising Community Nurses and Matrons, Occupational Therapists, Social Workers, community Care Workers, Domiciliary Pharmacists, Community Psychiatric Nurses and representatives from the voluntary sector. Their role is to identify at an early stage people who, through frailty and ill health, are at risk of losing their independence. Complex Care Teams have successfully reduced the number of emergency hospital admissions.

Members discussed and asked questions on the following issues:

Panel to make decisions about providing services ie a residential placement, rather than the Cluster Managers sole responsibility. The Panel is made up of the Cluster Manager, Finance Personnel, Administator, so that all the necessary information is to hand ie budgetary pressures.

Is Care Direct in Tiverton duplicating the work of the Care Direct Plus Team if both are carrying out assessments;

The problems with getting a realistic picture of someones need through online, or phone assessments, older people would not necessarily be completely open about the amount of help they need;

Sickness records of care workers currently approx 5% aiming for 3%; support was now in place to deal with issues;

*6 Community Planning Overview in East Devon

The Committee considered a report of the Community and Strategy Officer (CX/09/73 - text only | pdf CX/09/73) providing an overview of the County Council s formal involvement in the work of the East Devon Local Strategic Partnership and related community planning activity, in the context of the work of the Devon Strategic Partnership and the Devonwide Local Area Agreement.

Members discussed the need to be better informed about all partnerships and community sector groups. More district and parish involvement in the County Committees was supported with views being sought and invitations to attend on a regular basis. Members were keen to receive copies of the minutes of the East Devon Local Strategic Partnership meetings with the agenda of the County Committees and to have a standing item on the agenda to enable Members to raise issues on any of the partnership and community meetings.

It was MOVED by Councillor Channon, SECONDED by Councillor Diviani and

RESOLVED that the position regarding DCC involvement in community planning and development work in East Devon be noted and that minutes of the East Devon Local Strategic Partnership be circulated with the agenda of the County Committee..

*7 East Devon County Committee Locality Budget for Financial Year 2009/10 - Confirmation of Spending Proposals and Spend to Date

The Committee considered a report of the Community and Strategy Officer (EEC/09/199/HQ - text only | pdf EEC/09/199/HQ) setting out the budget position as at 28 August 2009.

It was MOVED by Councillor Wragg, SECONDED by Councillor Channon and

RESOLVED

(a) that the spending approvals set out in the report, including those agreed by the Chairman/Vice-Chairman since the previous meeting be confirmed;

(b) that the current budget position for 2009/10 be noted.

*8 Dates for Future Meetings

The Committee noted that meetings were scheduled to take place as follows at the Council Offices, Knowle, Sidmouth:-
