*24 Election of Chairman

RESOLVED that Councillor S Hughes be elected Chairman for the ensuing year.

*25 Election of Vice-Chairman

RESOLVED that Councillor Moulding be elected Vice-Chairman for the ensuing year.

*26 Minutes

RESOLVED that the minutes of the meeting held on 18 March 2014 be signed as a correct record.

*27 Woodbury to Exe Estuary Trail Cycle Route

The Committee considered the report of the Head of Planning, Transportation and Environment (PTE/14/45 - text only | pdf | supplementary information PTE/14/45) seeking approval to a proposed scheme to provide an on-road cycle link from Woodbury to the Exe Estuary Trail at Ebford.

Local County Councillor, Councillor B Hughes raised concerns over traffic speed at the top of Globe Hill. In light of this the Committee discussed the option of installing physical speed restrictions at that location.

It was MOVED by Councillor Knight, SECONDED by Councillor S Hughes and

RESOLVED

(a) that a site visit be arranged to allow Members to review suggested improvements at Globe Hill;

(b) that approval of the scheme be taken under delegated powers in consultation with the Chairman, Vice-Chairman and local County Councillor following the site visit.

*28 Sidmouth Cycle Route Extension to Woolbrook

The Committee considered the report of the Head of Planning, Transportation and Environment (PTE/14/46 - text only | pdf PTE/14/46) seeking approval to a proposed scheme to provide an improved shared use walking and cycling route from the Byes to the Woolbrook area of Sidmouth.

It was MOVED by Councillor S Hughes, SECONDED by Councillor Knight and

RESOLVED

(a) that the scheme shown on plan B2300281/HATOC/01 at an estimated cost of 100,000 and funded from Section 106 developer contributions be approved;

(b) that planning consent be now sought for the scheme and negotiations be commenced to agree terms for the acquisition of the land required.

*29 Exeter to Broadclyst Cycle Route Proposed toucan crossing connecting shared use footway/cycleway

The Committee considered the report of Head of Planning, Transportation and Environment (PTE/14/47 - text only | pdf PTE/14/47) seeking formal approval for a proposed toucan crossing and connecting shared use footway/cycleway at Dog Village, Broadclyst.

The Chairman reported that representations had been received from the local County Councillor, Councillor Bowden in support of the proposal.

It was MOVED by Councillor Knight, SECONDED by Councillor S Hughes and

RESOLVED

(a) that the scheme shown on plan GC12011/7 at an estimated cost of 128,000 be approved, subject to the completion of land and planning procedures;

(b) that procedures be commenced to seek planning consent for the scheme and formal negotiations be commenced to secure agreement for the land required.

*30 Scalwell Lane Development: Footpath

In accordance with Standing Order 23(2) Cllr Knight had requested that the Committee consider provision of a footpath from the proposed Scalwell Lane development footpath which currently fell short of meeting the Harepath Road footpath by 10 metres.

The Head of Highways, Capital Development and Waste reported that the 10 metre stretch of land was unregistered resulting in it being excluded from planning approval for the development. However, if in future it can be demonstrated that the land in question is highway land, the Development Management Officer would pursue extending the path as part of a 106 agreement or as a condition of construction.
